JEANE CRUSADE children A BABY, weighing little more than a pound, lies red and squirming in an incubator while doctors and nurses work feverishly to save its premature life. An orphaned child, well fed and cared for, plays peacefully in his South Vietnamese foster home. A young man, a brilliant student whose family could not afford to educate him, studies for his law degree at a fine American university. These children and many more owe their second chance at a full and complete life to one woman Jeane Dixon. By CHRISTINA KIRK Prayers The needs of children unborn, birth-damaged, orphaned or deprived have long been a concern of the world- famous psychic and spiritual adviser.

Thousands of people write to Mrs. Dixon every year, seeking her prayers or asking her help with their problems. And many of these requests involve children or come from the kids themselves. Over the years that she has been writing and lecturing, Mrs. Dixon has given aid wherever she could on an informal, personal basis.

Then, 14 years ago, she founded the Children to Children Foundation. The original aim was to sponsor a worldwide exchange of children who would live and study in another country. This has been done to a limited extent, but the foundation has moved into other areas as well: foster care, grants to needy students, educational projects and grants for medical care and research. Ten years ago, the foundation was incorporated as a tax- exempt charity. Now, for the first time, the foundation is seeking public PLUGGED IN Lucky baby Harold Norunsky finds Dr.

Calcagno, is to give every child the best possible chance for a full life. Meanwhile, on another front, the foundation is giving financial assistance to the Mental Retardation Institute of New York Medical College at Valhalla, N.Y. The institute, directed by Dr. Margaret Giannini, houses up to 25 children at a time while they are being diagnosed and evaluated. Sixty percent of the money the foundation collects in New York is earmarked for the institute.

Dr. Brooks is chief of pediatric surgery at Hermann Hospital in Houston, Texas, where the Children to Children Foundation has helped to equip a Neonatal Intensive Care Unit for newborn babies. There are 14 infants in the nursery receiving 24-hour care from specially trained nurses and doctors. Some have been born prematurely and need help to breathe and grow. Others have been bom with deformities that require immediate surgery.

Dr. Brooks, who is one of only 211 pediatric surgeons in the U.S. and Canada and one of a handful of women in the field, operates on the hours-old babies using miniaturized instruments and a special operating table.
