Two subcommittee members said the preferred local action on the CPS situation instead of state action is proposed by Rep.

Joe House Bill 142. The third panel member. Rep. Tony Dramberger of San Antonio, vowed the measure would never get out of subcommittee if he could help it. Service has done a good job all the way through and I want to make a political football out of he declared.

Rep. measure would require four of the five CPS trustees to come from single member districts. In addition, a referendum would be called for voters to decide whether they want CPS posts to be elective. The fifth trustee would continue to be the mayor. Hernandez and four witnesses appeared for the bill before the House Natural Resources Committee.

The lone opposing witness was attorney Ralph Langley, representing the Greater San Antonio Chamber of Commerce. The author insisted it is constitutional but committee members were almost unanimous in doubting whether the CPS restructuring could legally be accomplished with the bill. Langley asserted it would change a pre-existing contract between the city and bondholders and therefore be illegal. Committee Chairman Tom Craddiek of Midland said he intended to ask Atty. Gen.

John Hill Wednesday for an opinion on legality. McGowan will speak at banquet Municipal court judge Clarence McGowan will be the banquet speaker at the annual convention of the Church Ushers Union here Wednesday through Sunday.
