Some liberal Democrats say it should provide more jobs. Some Republicans say it should involve permanent tax cuts instead of mostly one time rebates, and should contain greater incentives for business investment. Rep John Conyers, D- Mich and other House liberals are pressing for close to $30 billion in spending programs for jobs. Only about $9 billion of Carter's $31 2 billion package is for jobs, the rest in various kinds of tax reductions Senate Democratic Leader Robert Byrd said. "I think there will be an effort on the part of some members of Congress in both houses perhaps to increase the emphasis on the jobs portion of the package." He declined to predict how far this effort would succeed Senate Republican Leader Howard Baker said a five member GOP task force was working on an alternative to Carter's package and will announce it next week "I think you will find it substantially different," Baker said.

Republicans argue that Carter's proposed rebate of $50 for each taxpayer and dependent have a- lasting economic effect. Asked whether a rebate would pass the Senate, Baker said. "I very much hope 4t doesn't." He gave it only a 50 50 chance Carter's chief economist. Charles Schultze, told the House Budget Committee Thursday the rebate is designed to give quick stimu lus to the economy, and then the slower-starting public works and public service job programs will have a longer lasting effect. He said job proposals, including doubling public service jobs from 310,000 to 600,000 this year, an additional $4 billion over two years for public works and increased training and job programs for youth, represent the fastest rate at which these jobs can be created with good management.

The probe was conducted by U.S. attorneys after former Gov Warren Knowles, a Republican, and two minor political parties, the American Independent Party and the I S. Labor Party, charged there had been vote fraud in the election.
