Bendix (Continued from Page One) 565 working members and when about $5 million of that contract remained to be filled, Bendix gave out at least two subcontracts totaling $75,000 to two other companies. These companies in turn subcontracted between $35,000 and $40,000 of the work to "Mexican sources." Company spokesmen announced the subcontracts this summer. They said union officials had known about them since last fall.

"That's bull," according to James Kauffman, president of Local 114. "'We found out about the Mexico move this spring when the International got wind of what was going on." Union sources say that while the company does not plan a physical move to Mexico, the subcontracts amount to the same thing. Subcontractors-and Bendix- can still make money because Mexican wages run 47 cents an hour, while wages here range between $3.10 and $4.06 an hour. Profits are said to increase for everyone-except workers in York. The first inkling the plant here might close came from Lcaol 114, which announced in April its fears of a company move to Mexico.

The union said a subcontractor in New Mexico was "simply a customs drop" since work was sent across the border for finishing and then sent back to York. At that time, company officials said the plant employed approximately 325 persons. Local 114 was negotiating with the company for a new contract. Bendix kept asking the union to hold off. In early June, Bendix announced that the economic picture for the plant looked "gloomy." York Mayor Eichelberger telegraphed the executive offices, Bendix Center, Southfield, citing the possible lost jobs and loss to the community if the plant should close.

"Rest assured that I as mayor of the City of York would do everything feasible to make ours a successful climate in which to operate," he wrote. Clark's announcement that the plant would close was made four days later, followed by a letter to the mayor from A. P. Fontaine, Bendix chairman and chief executive officer. Explaining the decision to close, Fontaine wrote, "work that was transferred from Towson to York is now nearing completion, and Recent births To Mr.

a matter of fact, even after the phase-out of York, we will still have considerable excess capacity at our main Communications Division at Towson which will have to be disposed of in the light of the current business outlook there." As one union official here said of that letter: "Looks like the Towson plant doesn't have much of a future either." Bendix is transferring some of its work to Towson. Ada M. Evans, business agent for the Machinists union representing workers there said Wednesday the company had hired 20 additional workers for work it said came from York. Machinists union International representative Philip Van Gelder, however, was not cheerful about those hirings. "Sure some of it is coming here," he said.

"But we're sure it isn't all coming. Some is going to Baltimore, some to Mexico. You don't replace 300 workers with 20." Deaths SMITH On Sept. 8, 1971, at 3:40 a.m. at Greiman's Convalescent Home, Sara Ross Smith.
