Welch and plans to print the names of about 70 other CIA agents in an i upcoming edition. Debate Boycott Delayed JERUSAI (AP) Israel is withholding a final derision on whether to attend a U.N. Security Council debate Jan. 13 on Middle East until Foreign Minister Yigal Allon completes talks with U.S. leaders in Washington, Israeli officials said today. The Israeli cabinet had previously decided to boycott the session.

Officials said this position was likely to stand, barring unforseen developments In talks next week. Addressing parliament today, Allon refrained from flatly reiterating refusal to attend the session. Replying to a motion by the Communist party which demanded Israel attend the session, Allon said the council debate would be sterile propaganda Israel opposes the debate chiefly because it is to be attended by the Palestine Liberation Organization (P1D) which Jerusalem denounces as a band of murderers. The United States has been pressing Israel to attend the debate so Washington will not be alone against the Soviet Union and the Arabs. Israel says it expects the United States to veto any resolution unfavorable to Jerusalem.

The Israelis claim the Soviet Union and the Syrians instigated the debate to remove Middle East peace initiatives from U.S. control.
