22 Crosse Tribune, Thursday, October 21, 1971 Legal Notices Delivered RFD WWTI MINUTES The meeting of the Board of Western Wisconsin Vocational, Technical and Ad- fit Education District No. 2 was called to order at 5:10 p.m. by the Chairman, Mr. Robert Ringdahl, on Tuesday, September JS, 1971 at the Administration Building, 421 North 8th Street, La Crosse, Wisconsin. Members present were Mr.

Robert Ringdahl, Mr. J. 0. Beadle, Mr. Myron Bockbaos, Mr.

Lloyd McCaskey, Mr. Paul Mockrud, Mr. Melvin Schmallenberg, Mr. Louis Youngman and Mr. Charles G.

Richardson, District Director. Mr. Richardson requested the chairman to discuss the long-range plan prior to the other Items o( business. Mr. Ringdahl requested Mr.

Victor Larsen, Administrator of School Services, to present a tentative timetable for space utilization in the existing facilities and in the proposed Business Education Build ing. Mr. Richardson informed the Board that the apartment building located at 404 North 8th Street could be purchased by the District and used as an Administra tion Building. The asking price is $300,000. Approximately $100,000 would be required to remodel the building to meet various codes.

The proposal to purchase the building was referred to the Buildings and Grounds Committee. Mr. Harry Schroeder, a representative of the District's architectural firm, presented a re vised long-range plan. The plan places the proposed Business Education Building on the northwest corner of 8th and Pine Streets. A motion was made by Mr.

Youngman, seconded by Mr. Bockhaus and carried, to tentatively approve the long-range plan including the placement of the proposed Business Education Building, and to authorize the architect to proceed with the development of the tentative program for the Business Education Building as pre sented. Mr. Al Melhoff, a representative of the District's architectural firm, indicated that the tentative date for the substantial completion of the Auto Technology Building is October 31, A motion was made by Mr. Youngman, seconded by Mr.

Mockrud and carried, to approve the minutes of the August 24, 1971 regular Board meeting and the min utes of the September 2, 1971 special Board meeting as presented. A motion was made by Mr. Bockhaus, seconded by Mr. Beadle and carried, to approve the financial reports showing: General Fund: Receipts $65,934.03 Expenditures: Bills 34,934.04 Payrolls 83,396.85 Ancillary-Revolving Accounts Book Store Receipts 492.58 Book Store Expenditures 13,704.43 Student Aid Receipts 8,650.00 Student Aid Expenditures 4,154.87 Adult Basic Education 02-001-148 122 Bills 3.35 Payrolls 2,448.50 Clerk-General Office M.D.T.A. R-1007 Bills 51.04 Payrolls 1,778.00 Bond Issue Equipment 271.50 Auto Technology Building (Bond Fund) 20,100.00 A motion was made by Mr. Youngman, seconded by Mr. Beadle and carried unanimously, to approve the 1972 budget in the amount of $3,589,651. A motion was made by Mr. Schmallenberg, seconded by Mr.

McCaskey and carried, to adopt the following resolution: "WHEREAS, Western Wisconsin Vocational, Technical and Adult Education District No. 2 plans to purchase a building for use as a student dormitory, and WHEREAS, the District has investlgat ed the availability of funds through local lending institutions for a loan to finance the purchase of the building, and WHEREAS, It has determined that the rate of interest on such a loan from local lending institutions would be greater than three per cent per annum, and WHEREAS, the United States Depart ment of Housing and Urban Development, College Housing Program has funds available for annual interest grants for loans exceeding three per cent, NOW, THEREFORE, BE IT RESOLVED, that the Board of Western Wisconsin Vocational, Technical and Adult Education District No. 2 authorizes the District Director to make application for an Interest subsidy grant through the United States Department of Housing and Urban Development, College Housing Program." A motion was made by Mr. Youngman, seconded by Mr. Bockhaus and carried, to adopt the following resolution: "Be it resolved, that the Board of Western Wisconsin Vocational, Technical and Adult Education District No.

2 does hereby hold the members of the Board, the District Director, and ail other employees harmless for any liability Incurred by termination of an employee's contract, failure to renew an employee's contract or failure to hire an employee because of an employee's failure to return an offered contract within the time specified, or for any activities ot said persons carried out In the course of their duties, and Be it further resolved, that the foregoing resolution shall be applicable to acts which occurred both prior to and subsequent to the date of this resolution." A motion was made by Mr. Mockrud, seconded by Mr. Youngman and carried, to adopt the following resolution: "NOW, THEREFORE, BE IT RESOLVED this day, September 28, 1971, that the district board shall designate the Administration Building, 421 North Eighth Street, La Crosse, Wisconsin as the official meeting place of the Board." A motion was made by Mr. Youngman, seconded by Mr. Bockhaus and carried, To accept the auditor's report of Western Wisconsin Vocational, Technical and Adult Education District No.

2 for the fiscal year ending June 30, 1971 as presented by Alexander Grant and Company, Certified Public Accountants. Mr. Richardson informed the Board of various implications of the new Unemployment Compensation Act amendments as they may affect the district. r. Richardson presented a report showing that Vocational, Technical and Adult Education received 2.2 per cent of the total education budget for the State of Wisconsin for the 1969-70 fiscal year.

Mr. Richardson invited the Board to attend the American Technical Education Association Convention in Milwaukee tober 7-8. No action was taken on Directors' and Officers' Liability insurance. The next meeting was set for Wednesday, October 27, 1971. The Buildings and Grounds Committee will meet on Tuesday, October 5 at 4:30 p.m.
