3erman Etftperor Initiated Policy of Chinese Neutrality. Washington, April it was upon thd suggestion of Emperor William that President Roosevelt last February undertook to arrange concerted action on the part of the neutral iiowers for the purpose of inducing the belligerents in the far eastern war to respect the neutrality of China Is for the first time officia ly disclosed in the advance sheets of foreign relations made public at the state department. It has been hinted for a long time that the German emperor was the initiatory force in these important exchanges, but it has until now been impassible to obtain and official confirmation. In the correspondence with Germany is the paraphrase of a cablegram addressed by Secretary Hay to Mr. Tower, the American ambassador at Berlin, on Feb.

In cases where armies are recruited chiefly or wholly from the offscourings of tile population, the situation is different; but with the so-called army the nineteenth century, things are so ordered as to raise this element of cost to a maximum.

Historians never fail to record ttie loss which France suffered when 300,000 Huguet ots were driven out of the kingdom, but they seldom give adequate attnnion to the cost of the glorious wars waged by the Grand Monarque and the mighty Corsican. And yet, from the Rhine to Moscow, from the Alps to the Pyrenees to Gibraltar, a century aud a half of magnificent combat sowed the soil of Furope thick with the skulls of Frenchmen, white distant India and Egypt claimed a share of the offering, aud many provinces of France engulfed theii quotas of brave soldiers. England too, as Kipling reminds us, has salted down her empire with the bones of her sons, depositing much of the preserva tive in the sea beyond the reach of spade or ploughshare. Upon human bones, in fact, all empires are builded; and these things must be taken into the account wheu one tries to estimate the gain and merchandise J. Bullock, in the April Atlantic.
