James R. Thompson's statewide tax proposal to save Chicago-area mass transit, while transit-related quarrels were being heard in the courts. Thompson said his plan, which would include an increase in state liquor taxes as well as a 25 percent state sales tax increase, is the only hope for the penniless Regional Transportation Authority and the only alternative to state bankruptcy. Cautious optimism about the governor's proposal was attributed partially to shuttle diplomacy by former Federal Communications Commission Chairman Newton N. Minow, according to the Chicago Sun-Times.

Minow, now a prominent Chicago attorney, reportedly "shuttled" between Thompson and Mayor Jane M. Byrne over several days, the newspaper reported in Sunday's editions. Samuel Skinner, former U.S. attorney here, reportedly aided the diplomatic efforts. The efforts led last week to moves which pre viously had been resisted: both the statewide-tax plan and approval by the RTA board of a 12.5 percent fare increase for the carriers it subsidizes, the Sun-Times quoted unidentified sources as saying.

The RTA and Illinois Commerce Commission were to lock horns today in Cook County Circuit Court over fare increases granted Wednesday by the ICC to three railroad commuter lines and the West Towns Bus which shut down service May 29. The RTA board's ire was aroused by the ICC action, which is normally the province of the RTA. The RTA sued to stop the increases from taking effect. The RTA, created in 1974 by the legislature to oversee and subsidize transit in the Chicago area, now staggers under an $87 million debt to carriers and suppliers. Its collapse was prevented, at least through June, by distribution recently of $16.3 million in sales tax revenues to subsidy-starved bus lines and railroads.

James R. Thompson says he will approve the restoration of $2.3 million for day care if the money comes from the Department of Children and Family Services's budget. The governor, who proposed $2.9 million in day care cuts to help the state balance its books, told 150 parents and children protesting against the cuts outside his home Sunday that he would ask DCFS director Gregory Coler whether he "is willing to pay more for day care and less for something else." If so, "that's fine with me. If not, then I'll look elsewhere (for more day care money), but if I can't find it, I won't restore it," Thompson told the members of Day Care Action Council of Illinois and Chicago Coalition for Day Care Advocacy. The group presented Thompson who appeared with his wife, Jayne, and 3-year-old daughter Sa-mantha with a homemade Father's Day card, sang "Happy Father's Day" and urged him not to veto the House bill to restore $2.3 million of the $2.9 million proposed cut.
