inaction in Angola as a guide to this country's response to any future Cuban intervention in Africa or the Western Hemisphere. In a written report on his recent Latin American trip, Kissinger told Congress Fidel Castro's military action in Angola was "an ominous precedent for intervention" in the Western Hemisphere which would "invoke our solemn treaty responsibilities" for mutual security. Kissinger told the House International Relations Committee that during his six-nation trip he reaffirmed U.S. commitment to the principle of hemispheric collective security. found that every government, except perhaps one, was extremely concerned about what the Cuban troops might do once they return to the Kissinger said.

Latin Americans, he said, were not only concerned about Cuba's role in Angola, "but also about what our response (to the Angolan situation) will indicate for the future." In answer to a question, Kissinger said the possibility of Cuban troops moving into Rhodesia presented "the gravest problem" in the current African situation. "We have to caution Cuba to act with circumspection (in Rhodesia) because our actions cannot always be deduced from what we did in Angola," he said. The United States, Kissinger added, "cannot accept that any country, especially from the Western Hemisphere, has the right to intervene in these crises with military forces." Two Gangs, One Bank, One Dead Four Held FORT WAYNE. Ind. (UPI) One man was killed and two others were wounded by police bullets Thursday when two gangs tried to rob the same bank at practically the same time on the same day.

The dead and wounded men were members of a gang fleeing the bank another gang had just held up, police said. Two bandits robbed the branch of about $3,000 and, before the FBI could move in, Deaths WALTER On March 4, 1976 at 6:40 a.m., at York Hospital, James B. Walter, husband of Lenore I.
