The Red Sox lost shortstop Rick Burleson for what is expected to be only a short time when he was hit on the left side of the head by a pitch thrown by right-hander Bert Blyleven in the second inning. The hitch that has developed lies with the Senate, partially because of the Alphonse and Gaston courtesy that exists between the two branches of Congress.

Both chambers enacted bills to continue the blackout ban early this year but there were two major conflicts. The House wanted the law made permanent; the Senate voted to extend it for only another three years. The House bill also contained the provision by Frey. prohibiting an NFL television blackout beyond 75 miles from the corporate limits of the home team city. Conferees from.the two sides of Capitol Hill met to work out the differences and in May had achieved a compromise to make the law permanent and extend the Frey amendment boundary to 90 miles on a onevear trial basis.

$57,770. WASHINGTON (UPI) -Legislation preventing the National Football League from blacking out local television of sold-out games may be approaching death with a terminal case of congressional parliamentiasis. Both the House and Senate have approved slightly differing bills in basic agreement to continue the blackout ban for professional sports. But with the opening of the NFL regular season less than two weeks off, a compromise version of the legislation seemingly has been stuffed away in a parliamentary pigeonhole. As matters now stand, if the stalemate isn't broken before Congress adjourns Oct.

2, the 1973 law barring local blackouts when a game is sold out 48 hours in advance will be null and void.
