Computers, manned by minimal staffs, continued to push out welfare and unemployment checks for Pennsylvania's jobless. And reduced staffs continued to minister to the ailing at state hospitals and guard the imprisoned. But annual leave days and leaves without pay created virtually empty state parking lots in Harrisburg. Gov.

Milton J. Shapp named a former Philadelphia insurance executive, Frank Raab, to head the catastrophe loss fund under Pennsylvania's new medical malpractice legislation. The fund Raab will head must handle malpractice suit settlements that exceed $100,000 and up to one million. The fund is aimed at easing the skyrocketing cost of malpractice insurance. 4.

Attorney General Robert Kane said state and Cumberland County officials agreed no criminal charges would be filed. He saird young inmates' claims of having been beaten were not believable. And four unidentified Pennsylvania State Troopers learned that speeding doesn't pay when they're not pursuing a violator. The four were on their way back to home stations after training for the annual state police farm show rodeo when they passed State Police Commissioner James Barger's car at high speeds on the Pennsylvania Turnpike.

Barger had the four flagged down, an internal investigation is under way, and for the four troopers, no rodeo. The Soviet news agency Tass said the plane, hich made the return trip to Moscow later in the day, flew at an altitude ranging from 52.000 to 59,000 feet. Soviet reporters went on the flight, but officials said the Tupolev would carry only cargo and mail over remote areas until mid-1976 because of "some unresolved questions" about the aircraft. The flight came 26 days before Air France and British Airways planned to begin Concorde passenger service from Paris to Rio de Janerio Alma Ata. The Soviet Union had announced plans to inaugurate the supersonic service on Christmas Day, but postponed the flight for 24 hours because of snow and high winds at MOSCOW (UPI i The Soviet Union inaugurated the world's first supersonic airline service Friday, a day behind schedule but 26 days ahead of the Anglo-French Concorde A supersonic Tupolev 144 jetliner of the Soviet national airline Aeroflot began hts between Moscow and Alma Ata, the capital of the Kazakh republic. Flying at 1,366 miles an hour, the plane covered the 1,900 miles between the two cities in one hour and 58 minutes, less than half the four hours normally taken by subsonic liyushin 62 aircraft.
