Saxbe Friday labeled plea bargaining a practice which has brought discredit upon the courts and the bar, and said he will notify U.S. attorneys the device must be reviewed. "The complaint that I have on plea bargaining is simply this," Saxbe told the City Club.

"The expediency of the thing you have to be pragmatic about, but the unfairness of it in the eyes of the public is something we should be aware "Because today we see people going into the courts and their plea being bargained in such a manner that the appearance of unfairness comes across strong to the public." Saxbe did not mention Watergate or former Vice President Spiro T. Agnew in connection with plea bargaining but the implication was present. "By some of the activities we as lawyers engage in reasonably, and sometimes without any deep thought, we have brought discredit upon the courts and on the bar," he said. Saxbe's remarks were made in answer to a question from the audience following his speech on the Justice Department and the use of electronic surveillance. The attorney general said the federal government is "not engaged in any sort of mass electronic eavesdropping," adding that "some might even contend that our policy is too restrained, given the nature and extent of crime in the United States." "Statistics released by the administrative office of the United States courts show that there were court orders issued for a total of 864 wiretap and microphone installations by federal, state, and local agencies in calendar year 1973," he said.

"Of that total, only 130 were carried out by the federal government. The remainder were in 17 states and the Deaths YINGER On June 27. 1974. at 6 05 a in. at his residence.
