at Memorial Osteopathic Hospital. She was born in York, daughter of the late Jacob and Sarah Welsh. She was a member of Union Lutheran Church and Sunday School. Surviving are a son, Ralph E. Cole, 1650 Third four grandchildren and two great grandchildren.

The Rev. Clarence Hershey, assistant pastor of Union Church, will officiate at the funeral Thursday at 11 a.m. from the William E. Small Funeral Home, Roosevelt and Madison Avenues. Burial will be in Prospect Hill Cemetery.

Mrs. Joseph E. Rickrode HANOVER Mrs. Ruth E. Rickrode, 48, formerly of Hanover, died Sunday at 11:55 p.m.

at Whurtsmith Air Foce Base hospital, Oscoda, Mich. She was the wife of CM Sgt. Joseph E. Rickrode, (USAF retired) formerly of Littlestown. A daughter of the late Howard and Lucy Stair Cole, she was a member of Sacred Heart Catolic Church, Oscoda.

Also surviving are a daughter, Mrs. Joseph Caballero, Grand Bank, a grandson, and four sisters, Mrs. Pauline Markle and Mrs. Ann Grove, both of Clear water, Mrs. Glayds Beelesky, Baltimore, and Mrs.

Julia Boone, York. Funeral services will be conducted Friday at 9:30 a.m. with prayers at the Little Funeral Home, Maple Avenue, Littlestown, followed by a mass of resurrection at 10 a.m. at St. Aloysius Catholic Church, Littlestown.

The Rev. Louis A. Crreden, pastor, will be celebrant. Burial will be in the National Cemetery, Gettysburg. Herbert B.

White HANOVER Herbert B. White, 82, of 236 Baer died Tuesday at 1:30 a.m. at his home after a lengthy illness. A veteran of World War he was a retired employe of Chisholm-Ryder Co. A son of the late George and Anna Biddle White, he was affiliated with Harold H.

Bair Post 14, American Legion, and Hanover Post 2506, Veterans of Foreign Wars, and its home association, a 50-year member of Hanover Fire Co. and a life member of Hanover Lodge 227, Loyal Order of Moose. Surviving are two sisters, Mary White, 236 Baer and Mrs. Susie Sowers, Edgewater, and two nieces and a nephew. The Rev.

Robert H. Stolte, pastor of Lohr's Memorial United Methodist Church and chaplain of Hanover Fire Co. will officiate at funeral services Friday at 2 p.m. at the Wetzel Funeral Home, 549 Carlisle St. Burial will be in Mt.

Olivet Cemetery. Steven E. Sheffer The funeral of Steven E. Sheffer, 26, of 826 Prospect who was killed in a car accident Monday night near Stewartstown, will be held Thursday at 10 a.m. at the Robert F.

Koller Funeral Home, 2000 W. Market St. The Rev. Charles A. Baier pastor of Messiah Lutheran Church, will officiate.

Burial will be in Mt. Rose Cemetery. Born in York County, Mr. Sheffer is survivied by his mother and stepfather, Mr. and Mrs.

Donald L. Gentzler, 826 Prospect his father, Dennis E. Sheffer, Dillsburg; five brothers and sisters, Lee Sheffer, of Manchester; Mrs. Melvin Henry, 319 Sherman and Larry, Barry and Sheila Gentzler, all at home; his maternal grandparents, Mr. and Mrs.

Bruce S. Hess, Wellsville, RD and his paternal stepgrandmother, Mrs. stuart Gentzler, York New Salem. Deaths Ronald E. Heiner The funeral of Ronald E.

Heiner, 25, of 2574 Emigs Mill Road, was held Tuesday at the Robert E. Koller Funeral Home, 2000 W. Market t. Rev. L.

Hugh Gowan, pastor of Grace United Church of Christ, officiated. Burial was in Mt. Rose Cemetery. Mr. Heiner died at 7 p.m.

Friday at Walter Reed Hospital, Washington, D.C., after a long illness. He was a member of Grace UCC Church. Surviving are his parents, Mr. and Mrs. Clair W.

Heiner, of 2574 Emigs Mill Road; a brother, David M. Heiner, at home; a sister, Mrs. Jeff Ehrhard, York RD 6, and his maternal grandparents, Mr. and Mrs. Edward M.

Hoffman, Dover RD 2. Wallace H. Emenheiser RED LION Wallace H. (Blackie) Emenheiser, 57, husband of Mrs. Lorna Knaper Emenheiser, Red Lion RD 1, died at 2 p.m.

Tuesday at Jefferson University Hospital, Philadelphia, where he was a heart surgery patient since May 23. He previously resided at Windsor. A native of York, he was a son of the late Adam and Lillie Gable Emenheiser, and was a foreman for Colonial Products Co. He belonged to St. John's (Blymire's) United Church of Christ where he was an elder and treasurer of the congregation.

He also was teacher of the Men's and Ladies' Bible Class of the Sunday School. Surviving also are a daughter, Mrs Ronald E. Chronister, 101 Evergreen Road, New Cumberland; two grandchildren; two sisters, Mrs. Rosetta Arnold, York RD Mrs. Clarabel Gruver, 317 Atlantic Red Lion, and two brothers, Earl Emenheiser, 627 E.

Market York, and Robert Emenheiser, 627 E. Market York, and Robert Emenheiser, 324 Red Lion. Funeral arrangements were incomplete Tuesday evening. Memorial contributions may be made to St. John's (Blymire's) UCC Building Fund.

James R. McKinsey LAUREL Funeral services for James R. McKinsey, 23, who died in a motorcyle accident Monday evening on Route 851, west of Stewartstown, will be held Thursday at 10:30 a.m. at the Kenneth W. Orsburn Funeral Home, Stewartstown.

Jackson died Tuesday morning at the Veterans Administration Hospital, Lebanon. Prior to his illness he was a salesman for the Quaker City Paper Co. He was a member of St. Patrick's Catholic Church, York Council 1530, Knights of Columbus, and Gettysburg Lodge 1045, BPOE. He was an Air Force veteran of World War II.

Also surviving is a sister, Mrs. Mary McLane, New Cumberland. The funeral will be held Friday at 10 a.m. at the Monahan Funeral Home, Gettysburg, followed at 10:30 a.m. by a requiem mass at St.

Interment will be in St. Francis Cemetery, Gettysburg. Robert L. Everhart Robert L. Everhart, 66, a former' resident of the York area, died Saturday in a hospital at Naples, in which city he had been residing.

He was the husband of Mrs. Gladys Panebaker Everhart. Mr. Everhart was a son of the late Clarence and Annie B. Altland Everhart.

He formerly was employed at the Hershey Baking Co. and the Pennsylvania garage in York, which he left about 30 years ago. He moved to Winter Park, where he lived about 29 years while he was employed by the Bell Telephone Co. He was the last member of his immediate family. Funeral services and burial took place Tuesday at Naples.

If in doubt, don't shoot, police told PITTSBURGH (AP) The city's 1,600 policemen now have a guide book on when to use their in apprehending criminals. guns "Ask yourself one question Am I justified in killing? If in doubt, do not fire," reads the book in summing up the use of firearms. Police Supt. Robert Colville said the gun policies in the works for about a year are "explained inch-by-inch with facts, circumstances and conditions all being taken into consideration. Regarding the actual discharge of weapons, the rule book states that a policeman "shall exhaust every other reasonable means of apprehension and defense of himself and other persons from death or great bodily harm before resorting to the use of firearms." Under no circumstances, the book says, should an officer fire his gun "as a warning against fleeing felons.

"A policeman may fire hi gun when he's arresting someone who committed murder, rape, robbery, burglary, arson or kidnapping. The same rule applies to fleeing vehicles," say the guidelines. The new rules, which go intoeffect Thursday, also cover revisions in general police policies and in moonlighting by off-duty officers. (AP) A compromise bill intended mainly to help the Philadelphia School District out of financial difficulty was moved into position Tuesday for final House passage. Approval came on an amendment that would provide aid to 200 other school districts as well as Philadelphia. As originally drafted, the measure would have $16 million in additional state aid to Philadelphia and $3 million to the school district of Pittsburgh, to be paid during the current fiscal year ending June 30. Legislators outside the two metropolitan areas balked at the idea two weeks ago, and defeated that proposal overwhelmingly. In an effort to win over more votes, Rep.

Martin P. Mullen, D- Philadelphia, offered an amendment Tuesday that would provide an additional $14 million in aid to 200 other school districts scattered throughout the state. Mullen said he hoped to put the total package to a final vote Wednesday. He said inclusion of the other districts had "sweetened" the measure sufficiently to insure passage. The bill provides that funds for special education, now repaid to Philadelphia, Pittsburgh and the other 200 school districts nearly a year after the money is spent, be reimbursed on a quarterly basis.

The Philadelphia money would not be paid to the school district until next March under present law, Mullen said. His bill as amdnded would accelerate the reimbursement to July of this year.
