McElya contended that a downward revaluation of a high percentage of property does not Indicate necessarily that all valuations are loo high to begin with. "Isn't an appraisal n matter of opinion and although two appraisers come up wiih slightly differing value, both may be essentially correct?" McKlya asked. Sanders said this could be true i( both use the same appraisal techniques on the same piece of property.
