But many liberals contended the price was niuch higher than the administration wits willing to acknowledge. They said decontrol and this fall's expected increase in prices of imported ""oil threaten to shatter the economy, driving prices and unemployment up just as severely as the 1973 embargo and oil price rise. Ford's purpose is to drive up energy prices to encourage conservation and to give oilmen additional incentive to .took for new sources of petroleum. His opponents say prices are so rugn no further incentives are needed. They , say higher prices will lower standards of living without affecting petroleum consumption much. /> About 60 per cent of domestically produced oil - "old" oil, representing wells in operation before the 1973 embargo - is controlled at $5.25 a barrel. The rest of domestic oil - "new" oil sells for about $12 a barrel. The "blend" price is about $8.50. Under the administration plan announced Monday by Ford this would rise to $13.50 by, January, 1978. Some representative cancer types and their areas of prevalence according to the report are indicated on the above map.-UPI Photo. • '\ County Atlas Of Cancer Deaths WASHINGTON (UPI)'- High death rates for lung cancer suprisingly have been found in predominantly rural, seaport areas along the Gulf Coast from Texas to the Florida Panhandle. A cluster of suspiciously high rates of colon cancer for both sexes is reported for some southeastern Nebraska counties. ' , These and other clues to the epi- demiology of 35 types of cancer among white persons are disclosed in the National Cancer Institute's, first county by-county atlas of cancer deaths. Fu- ture.reports cover non-white persons. The report is being mailed to' cancer epidemiologists, who study disease distribution and incidence rates, and to Comprehensive Cancer Centers throughout the country to help them trace possible environmental, genetic or other causes of cancer. Based on a study of some 6 million cancer deaths between 1950 and 1969, the atlas provides the first tentative scientific interpretation of more than 700 pages of raw data released last year for each of the 3,056 counties in 48 mainland states. Among the findings: -For all counties with a white population of at least 10,000 persons, the bladder cancer death rate for males is highest in Salem County, N.J. About one-fourth of the workers in that county are employed in chemical and allied industries, and workers exposed to chemicals such as 2-naphthylamine are known to have an increased risk of bladder cancer, '-Of the 21 counties in New Jersey, 18 have bladder cancer rates for males among the highest in the nation; 15 are among the highest for colon cancer among males, and 18 for colon cancer , among females. -The maps for lung cancer indicate excessive deaths are not limited to highly populated urban areas where cigarette smoking and air pollution are most prominent. The rates are highest along the coast of the Gulf of Mexico, particularly in Louisiana where 38 of the state's 64 parishes have lung cancer rates in the highest tenth of male rates for all U.S. counties. Of the 31 American counties in the top 1 per cent for lung cancer in men, 13 are in Louisiana and 7 are along the Gulf Coast and the Atlantic Coast from northern Florida to Charleston, S.C. Lung cancer is also high in the New York City area and New Jersey. WASHINGTON (UPI) - The White House's labor troubleshooter says the administration may be forced to ask Congress to head off a nationwide rail strike If the railroads and their clerical union don't agree on a contract by Wednesday. W.J. Usery Jr,, special assistant to the President for labor affairs, said both sides agreed that if no significant progress was made by Wednesday the administration woUld be allowed to make "orderly decisions" if a strike appears Inevitable. Usery said that in a short time a rail strike would hit major industries, particularly autos and steel, with "very, very serious results." The Brotherhood of Railway and Airline Clerks' contract expired at the end'of last year, and preparations wen; made last month for a strike. But union president C.L. Dennis agreed to extend talks until 12:01 a.m. July 21, the same time a postal workers' contract expires. If Dennis' 117,000 members on the national railway system go, the other rail unions are expected to follow. Dennis and William Dcmpsey, representing the National Railway Labor Conference, resumed negotiations Monday with the aid of Usery and National Mediation Board member George Ives. Usery later left the rail talks and returned to postal negotiations. Usery said the administration's concerns about the economy will require it to make decisions Wednesday If there is no settlement and a strike appears inevitable. "We want to do everything we can to avoid going to Congress," Usery said. As a result of a 1970 strike, which lasted three hours, Congress mandated a pay increase for BRAC, which represents the workers who Issue tickets and fill out papers that keep the railroads running. "They know that after-Wednesday, we will have to start thinking about what we will do after a strike occurs," Usery said. "there's no way to head off a strike unless Congress should act" Besides wages and benefits, the union insists on job guarantees. Several other railroad unions have accepted what is known as a pattern settlement, calling for a 41 per cent wage and benefits increase. Dennis says that is not enough. Some Postal Walkouts Expected .WASHINGTON (UPI) - Contract talks between the postal service and its unions may extend beyond next Monday's strike deadline, but there may be some walkouts in big cities, according to a union source. W.J. Usery Jr., White House special assistant for labor management relations, brought the two sides together for long weekend sessions and more took place Monday. Usery said "we run the risk of demonstrations" by disgruntled postal workers after Sunday night. The outcome of the postal negotiations certainly will influence the size of the deficit of operations by the U.S. Postal Service. Even if there is no raise, however, postal officials acknowledge rate increases are needed to get the system out of the red. ] Money and fringe benefits were at issue. But one union source said "the unions have made it clear the no-layoff clause must be continued in the next contract. That's not even negotiable. I think they've got the message now." The unions represnt about 605,00(1 workers in all, Including the American Postal Workers Union, the National Association of Letter Carriers and the National Post Office, Mall Handlers, Watchmen and Group Leaders' division of the Laborers International Union, all AFL-CIO, and the independent National Rural Letter Carriers; Association.
