Miss USA 1992, Shannon La Rhea Marketic, said Saturday she expects her reign to last longer than the teen state title she won and lost in 1989. The 21-year-old Miss California USA said she dropped out of pageant competition for awhile after her Miss Arizona Teen USA experience as a Phoenix high school senior.

"I was selected as the winner on stage that evening at the pageant and about a week and a half later it was discovered that I was actually the first runner-up and not the winner," Marketic told The Associated Press. "It was very tough at the time because I was 17 and it was a very tragic and emotional time for me anyway. At that point I figured I was through with pageants. I got a lot of negative publicity out of the whole thing," she said. "It caused me to be a stronger person." Her pageant biography related another trying time and its end when she was 11.

She wrote that her most cherished childhood memory was when her father woke her up one night and poured all of his liquor down the drain. Associated Press SAN DIEGO Mayor Maureen O'Connor joined other politicians on an offshore construction barge Saturday to get an update on a broken sewage pipe that has turned the ocean into a fecal soup. "This type of repair is very complex," Marc Stearns, project manager for Manson Construction and Engineering of Long Beach, told officials after they were flown to the barge by helicopter. "There's a lot' of precision work that has to be done." Standing on the barge, O'Connor, City Councilman Ron Roberts, City Manager Jack McGrory and U.S.

Repairs to the pipe will take six to eight weeks if the weather is good, Stearns said. The first step is placing 10,000 pounds of rock around sections of the pipe that did not rupture, Stearns said.

"The loose pipes become battering rams," Stearns said, and could hurt undamaged sections. "You can imagine trying to place a rock close to a pipe without damaging the pipe but yet close enough to protect the pipe," Stearns said. His company and a co-contractor, Morrison Knudsen of Boise, Idaho, have two barges loaded with rocks a half mile away and will begin work as soon as possible, he said. The pipe, which lies under 35 feet of water, separated at 19 joints, spilling millions of gallons of partially treated sewage into the Pacific Ocean. Once the pipe is anchored, workers will spend a week inspecting the ruptured areas before they can begin bringing damaged sections to the surface with the help of a 95-foot crane.

If possible, sections will be repaired on the giant barge, Stearns said. Replacing them would be much more expensive, he said. "We may be able to patch them and reuse them. We've got to get them up and see if there's significant stress cracks," he said. To prevent the ruptures from occurring again, Stearns said workers would widen the bed of rock the pipe rests on at the place where it broke, to 70 feet wide from its present 30 feet.

That will blunt the force of waves washing over the pipe, he said. On Friday, Gov. Pete Wilson and three congressmen pledged $10 million in state and federal aid to repair the pipe. Also Friday, heavy rain and sewage from Tijuana, Mexico, forced the county Health Department to expand a beach quarantine to 19 miles, from the San Diego River to the Mexican border. It had been just 4.5 miles.

The state of California will give the city $2 million in a grant from the state Cleanup Abatement Fund, and another $2.5 million as a loan, Wilson said. Another $5.5 million will come from a $40 million grant from the U.S. Environmental Protection Agency.
