Thursday, March 10. 1966 TRADITION OVERBOARD — Secretary of th* Navy Paul >Jitze announces at a news conference in Washington that the JJavy is throwing a century and a quarter of tradition overboard and reorganizing itself more or less in the image of the Army and the Air Force. The changes will go into effect May i unless Congress opposes them. One practical effect would be to bring: under command of the chief of naval operations some 276.000 Navy and civilian personnel previously outside his jurisdiction. Manpower Expansion Plans Told WASHINGTON (AP) — President Johnson told Congress Tuesday the government's manpower programs will be expanded and improved in the year ahead •with the dual aim of reducing I unemployment and heading off! shortages of workers in somej areas. I He called the Manpower De-i velopment and Training Act ofi 1962 the nation's most important! tool in dealing with both of those j problem. I Johnson outlined in his annual] manpower report various steps he has taken to deal with various problems. Among other things, he said he has: j 1 .Directed the commissioner j of labor statistics to include in! the monthly employment reports j the fullest possible information! on existing or threatened labor' shortage situations. j 2. Johnson cited the 37 per ce-t unemployment rate as evidence that there is no overall shortage of workers but said this hns brought new problems. By way of stressing the need for expanded training programs, Johnson said that in some areas and occupations there now are more jobs than people to fill them. Youth Accused Of Injuring Coeds With Pellets NACOGDOCHES, Tex. (AP)— Authorities accused Jimmy Sprayberry, about 18. Tuesday night of shooting a pellet gun! at four coeds on the Stephen! F. Austin College campus. The unexplained attacks occurred Monday evening as each of the young women walked! alone from the student center to her dormitory. One pellet struck Diane Kay Phillips, 18, daughter of Mr. and! Mrs. O. W. Philiips of Dallas.! in an eye. She was fiown to' Baylor Hospital in Dallas. At-j ter.dants said her condition was; satisfactory. The other coeds escaped injury. All reported the shots! came from a light colored, old i model car. One told investiga-l tors she heard someone in the car say: "There's one alone- pop her." Campus security officerss said descriptions of the car led them j to Sprayberry, who lives P ; ! Gushing, 18 miles northwest ofi here. ) They reported the weapon fired at the coeds, a BB gu- with broken stock, was found at a do-it-yourself car wash stand across the street from the college. Sprayberry was jailed in lieu of $5,000 bond.
