Ark. i AP) - The oh of England was left with '.•nly one police patrolman and no police chief Thursday night, after the city council passed a motion to suspend Police Chief Mike Coffman. f offnian said the city council, in a special meeting after an executive session Thursday, passed a motion on the recommendation of Mayor Frank Carr to suspend him "for insufficiency of duty for an indefinite period of time." Coffman said he was not presented with any written charges, and was not notified of the meeting. In a telephone interview, Carr confirmed late Thursday that Coffman had been suspended, but. he declined to state the reasons for the action. "We're not giving out any information. I can confirm that he was suspended, but that's all I can say," Carr said. Coffman said on Dec. 5 patrolman Willie Faulkner also was suspended, and two other officers resigned in protest at that time. Coffman said another patrolman, Russell Jackson, resigned Thursday night in protest of his suspension. Coffman said at full strength the England Police Department is comprised of five fulltime officers and a police chief. The population of England is about 3.100. Coffman said he believes he was suspended because of statements he made to a Little Rock television reporter after Faulkner's suspension. Coffman said he plans to appeal the suspension. "My name and reputation are at stake," he said. Coffman, 35, said he has been police chief in England for three years, and was a patrolman on the force for nine months before that. He had been employed by the North Little Rock Police Department for about one year previously, he said. Carolina girl maid of cotton MEMPHIS, Tenn.. (AP) - A 20-year-old mechanical engineering student from Durham, N.C., has been crowned the 1978 Maid of Cotton. Ruth Ann Harman, daughter of Dr. and Mrs. Charles M. Harman and a junior at Duke University, was chosen from a field of 18 finalists in the 40th annual Maid of Cotton competition Thursday night. She succeeds Ellen Clark of Memphis, the 1977 maid. First runner-up was Claudia Kreutzberg, 21, a University of Southern California senior from Riverside, Calif. Second runner- up was 23-year-old Lynda Nolan of Scottsboro, Ala., a senior at the University of Alabama at Birmingham. The 5-foot-9 Miss Harman, who has brown hair and green eyes, will begin her year-long reign as the American cotton industry's representative with an appearance at the Cotton Bowl parade and Texas-Notre Dame football game Monday in Dallas. For the next six months she will travel around the United States and in foreign nations promoting cotton. Miss Harman is a member of Kappa Delta Sorority and the American Society of Mechanical Engineers. She was a semifinalist in the National Merit Scholarship competition and a recipient of the Daughters of the American Revolution Good Citizen Award. Rates going up Sunday LITTLE ROCK (AP) - Arkansas Louisiana Gas Co. will be allowed to raise its rates next week to generate about $20 million annually from industrial, residential and commercial customers. The higher rates will go into effect Sunday. Rates of residential and commercial customers will go up an average of w.5 percent. Industrial customers' rates will increase by about 20 percent.
