ROBERT H. FINCH New vaccine for German measles near United Press International WASHINGTON - A vaccine may be available, as early as next month against German measles, a disease also known as rubella that sometimes causes women to have abnormal births, it was announced yesterday. Robert H. Finch, secretary of Health, Education and Welfare, issued proposed regulations establishing standards for the vaccine's production. "THIS MEANS that we are one step closer to ,the prevention of a disease that has caused an untold number of tragic births," he said. Thirty days after publication of the regulations in the Federal Register, they will become final, and licensing could follow immediately, a National Institutes of Health, Division of Biologic Standards, spokesman said. The vaccine would be available immediately upon licensing, although in limited quantities at first. Initial distributor! is expected through pediatricians. Recommendation for use of the vaccine will be determined by the National Communicable Disease Center at Atlanta. IN PHILADELPHIA, Thomas M. Rauch, president of Smith Kline & French Laboratories, announced the firm's Belgian subsidiary had received the world's--first license for a vaccine against German measles. He said the license authorized use of a vaccine developed from the live ."cende- hill" virus Strain, which was. grown in primary rabbit kidney cell cultures. T It is expected that the vaccine will be in general use in Switzerland within a month. THE DISEASE resulted in about 50,000 abnormal births during the 1964-65 epidemic in the United States. About 20,000 infants were born with such defects as mental retardation, heart disease, blindness and deafness. Another 30,000 pregnancies ended in miscarriage or stillbirth. Vaccines now available are effective against some kinds of measles but not rubella. The JPoorf ana Drug Administration, in announcing the regulation^ said it followed recommendations by a committee of the National Acade- my of Sciences National Research Council that concluded the "totally unrestricted use of the cyclamates is not warranted at this time." FDA Commissioner Herbert L. Ley Jr. said the labeling changes are intended to make it practical for people to follow that recommendation. The regulation would take effect in 30 days, barring manufacturers' request for a hearing. The regulation would require on foods containing cyclamates a label declaration of content of that form of sweetener in milligrams. For beverages, which in recent years have employed cyclamates as a partial or complete substitution for sugar, the label would list cyclamate content of the can or bottle. For other foods the label would show the number of milligrams of cyclamatfe in a normal serving. The regulation also would require a statement on the label that adults should, not consume more than 3,500 milligrams, or children more than 1,200 milligrams, of cyclamate a day. The regulation also prohibits cydamates from containing more than 25 parts per million of cyclohexylatnine, the basic chemical from which the sweeteners are manufactured. The Food and Drug Administration said few people now exceed the level of cyclamate consumption proposed ais a limit by the regulation.
