SUNDAY, SEPTEMBER 20,1987-7 Naval skipper loses his ship Sexual misconduct conviction Three die, officiate alert hospitals Deadly bacteria scare in Chicago PEARL HARBOR, Hawaii (AP> — the commander of a Navy salvage ship has been stripped of his command for participating in a sex party ashore and sexually harassing female crewmembers aboard his ship. Navy Lt. Cmdr. Kenneth D. Harvey, 40, lost his command of the salvage ship USS Safeguard during a non-judicial hearing here Friday, a Navy spokesman said. He also was fined half of his base pay for two months and will have a letter of reprimand included in his personnel file after being found guilty of 10 charges, the spokesman said. Charges against Harvey were part of a sharply critical report on sexual harassement of Navy and Marine service women that was made public Thursday by Defense Secretary Caspar Weinberger. Harvey appeared before Rear Adm. Robert T. Rcimann, the Pearl Harbor Naval Base commander, who ordered the punishment. The most publicized report that Harvey had offered to sell female crew members to South Koreans during a military training exercise in the Western Pacific was not substantiated, said Navy spokesman Lt. Cmdr. Gary Shrout. "The investigation revealed that Harvey's remark about selling female sailors was best characterized as an insensitive and tasteless joke," Shrout said. The investigation found no evidence that there was any public sex aboard the Safeguard, which has 18 women among its crew of six officers and 84 enlisted personnel, he said. The sexual harassement charges upheld against Harvey include slapping an enlisted female crew member on the buttocks in March of this year and placing a headlock on a female lieutenant junior grade and repeatedly pulling her from side to side by the neck. Harvey also was found to have engaged in a public act of sex with a Filipino woman while male and female crew members watched during a party in Olongapo City, near Subic Bay in the Philippines in April, Shrout said. CHICAGO (AP) — Health officials are alerting hospitals and nursing homes citywide to an unexplained bacterial outbreak linked to three deaths and to illnesses in 35 patients. Elderly people appear to be most susceptible to the infection, caused by a normally harmless intestinal bacterium, clostridium difficili, .officials said Friday. Since March, 17 elderly people with the infection have been admitted from nursing homes to Methodist Hospital of Chicago, said Maty Ellen Nord, head of the hospital's infectious diseases unit Two of the 17 died, but the infection was not listed as the primary cause of death. Another outbreak involved one death and 20 illnesses at Cook County Hospital, which has postponed 800 elective operations until the surgical ward is disinfected, officials said. "We have reason to believe there is a significant amount of this in the city," Kallick said. All the stricken patients at Methodist Hospital were over 80 years old and in frail health, said Sara Brewster, director of the hospital's corporate affairs. "Elderly people are more at risk because they receive more antibiotics and more tube feedings," said Miss Nprd. Tube feedings disrupt the equilibrium in the bowels, she said. Dr. Linda Murray, an assistant to the city public health commissioner, issued an alert asking hospitals and nursing homes to report similar cases so officials can determine the extent of the outbreak and trace its source. "Right now, our first priority is to document the cases and make certain health-care professionals know what to look for," she said. Kallick speculated (lie outbreak may have been spread by raw sew- age, which was dumped into Lake Michigan during a flood caused by unusually heavy rains in mid- August. Chicago gets its drinking water from the lake. That theory was rejected by officials of the Metropolitan Sanitary District, who said any infectious bacteria in the water is destroyed in treatment plants before it reaches the tap. In Atlanta, Dr. William Jarvis, acting chief of the epidemiology branch of the federal Centers for Disease Control, said that bacterial outbreaks attributed to closlridium difficili are fairly common and that food and water supplies are the most likely routes of transmission.
