Morgan to* day granted him a second 72-hour • "stay of execution" but warned that he would be killed after that if the United States does not meet their food and clothing ransom demands. Police sources said that in their second message to the Beirut offices of a European News Agency the kidnapers announced they have decided to postpone Morgan's execution until 9 p.rri. (2 p.m.] EDT) Saturday because the colonel "personally asked for mercy." They said the message was accom- . panied by a tape recorded appeal from Morgan, a black, asking the United States "not to abandon me because of my race and color." • The kidnapers have asked for a massive American aid relief for refugees of a left-wing Beirut suburb devastated by last month's street fighting between rival political mili,tias. They also demanded that-the search which Lebanese authorities are conducting for Morgan be shopped. : Sources close to the investigation said that, so far, there were no plans to meet either demand. "We reaffirm that the spy (Morgan) will be shqt as we have said before if the American government does not fulfill all the demands we made in our original note," the new message said. The incident involving the 43-year- old Petersburg, Va., colonel has created a severe split among the Palestinian guerrilla organizations, and Beirut police reported, a street battle today between rival factions arguing whether Morgan should be released. A brief gun battle erupted hi the left- wing suburb of Chiah around noon today and there were conflicting reports of who was involved. Police sources said the shooting was between rival Palestinian guerrilla factions split over the question of Morgan's release. However, the Palestinian News Agency WAFA denied it. A security spokesman said joint Palestinian-Lebanese patrols intervened and stopped the fighting in Chiah. There were no reports of casualties. The split that has existed for some time between the Palestine Liberation Organization under Yasser Arafat and the radical leftist "rejection-front" worsened when the PLO accused two. of the groups of kidnaping Morgan June 29 and refusing all requests'from the. main guerrilla leadership to re-, lease him. , ' The PLO identified the kidnapers as members of the Popular Struggle Front and the Popular Front for the Liberation of Palestine-General Com-, mand, two radical groups known for carrying out hijackings and massacres. The PLO said negotiations with the two groups had "reached a deadlock because of the intransigence of the kid- Mayor Delegation Sees Ford BOSTON (UPI) - The nation's mayors, who de- 1 parted their annual meeting without recommending a change in the way the federal revenue sharing pie is sliced, sent a delegation to the White House today ;.tn receive the President's thanks. < A surprising show of strength by a coalition of Re- 'publican, Western and small-city mayors killed a recommendation at the U.S. Conference of Mayors to change the formula for revenue sharing. The alteration would have given more aid to the bigger, poorer cities, many of which are facing bankruptcy. '-. Ford invited 100 of the mayors to see him today to 'discuss revenue sharing. He had opposed the change, which would have placed a 1 greater empha- sis on need in sending federal tax money back to localities. He contended it would endanger already shaky chances for congressional renewal of the $5 billion yearly program when it expires in 1977. Detroit Mayor Coleman Young, whose city would benefit from a formula change because of its 22 per cent unemployment rate, said, "It's basically a split between greed and need. "Those who have it don't need it and aren't about to give it up just because someone else needs it," Young said. "It's this kind of thinking than can send America down the tube." The kidnapers gave the U.S. Embassy until Wednesday night to reply to demands for 280 tons of food, 600 tons of building materials, and clothing for 3,000 persons, victims of the recent fighting between Moslems and Christians. They .also demanded that the manhunt launched by Lebanese authorities and Palestinian guerrilla's for Morgan be stopped.
