"I thought I understood It-I'm horrified by it now," Howard said. Under Part 404 of Public Law 92SOO the Army Corps of Engineers is given total control of all navigable waters, Udal areas, and many bodies of water, according to Howard. "We've got a real monster on our hands. Not so much as how it is written, as how the judges are interpreting It," Howard said. Howard said the'law could be interpreted to cover modifying a drainage ditch. A permit to deepen a drainage ditch could require a Corps' permit, Howard apparently implied. "It's amazing the liberal interpretations these judges have on ft," Howard concluded. PULL-ON PECOS COMFORT l0 bkx* WO LACES!
