Mr and Mrs AJ I>e«med will present a slide program on birds of the GuJf Coast RICHWOOD ~ Mayor Benny Howard !M» week expressed concern over new areas of jurisdiction extended to the Army Corps of Engineers under federal law, Howard said he had recently returned from the 10th Annual Governor's Conference in San Antonio where Public Law 92500, a federal law establishing grants for water and sewer projects in cities, had been discussed. "I thought I understood It-I'm horrified by it now," Howard said. Under Part 404 of Public Law 92SOO the Army Corps of Engineers is given total control of all navigable waters, Udal areas, and many bodies of water, according to Howard. "We've got a real monster on our hands. Not so much as how it is written, as how the judges are interpreting It," Howard said. Howard said the'law could be interpreted to cover modifying a drainage ditch. A permit to deepen a drainage ditch could require a Corps' permit, Howard apparently implied.
