ALL Tucson to get Avra water TUCSON (AP) - Water from Avra Valley will pour into Tucson reservoirs tomorrow morning, water department director Frank Brooks announced. Brooks said Sen. Barry Goldwater, R-Arizona and Sen. Paul F a n n i n, (R-Arizona) and Rep. Morris K. Udall, D-Ariz., have been invited to the valve-turning ceremony. The 42-inch pipe that brings the water from wells near Ryan Field, west of here, will handle 10 million gallons this summer, according to Brooks. V.S. fires Him salvo against Peru in IPC expropriation By DAVID BELNAP Los Angeles Times Service LIMA — The United States is fighting back in the hemispheric war of words set off by Peru's seizure of a U.S.- owned oil company. An eight-minute documentary film has been distributed to all American embassies south of the border for use at their discretion to give the U.S. side of the case. Intended primarily for television, the film is also aimed at invitational and theater audiences. It explains U.S laws canceling foreign aid and preferential sugar quotas to countries which seize the property of American citizens without compensation. Peru has expropriated or embargoed all of the assets here of International Petroleum Corp. (IPC), owned by Standard Kent residents rap airport at Foulness FOULNESS, England (AP) Residents of rural Kent opposed to construction of a new jet airport for London at Foulness have called in noise experts to support their argument. No effective compensation has been paid. When Peru became aware that it could lose a substantial sugar quota and its share of U.S. aid in the IPC case, its military government accused the United States of threatening Peru with "economic warfare." To give its side, ePru published a white paper entitled "Petroleum in Peru — the History of a Unique Case for the World to Judge." Support was sought from other Latin American countries for Peru's position in a common front against the United States. Peruvian ambassadors were called home for a thorough briefing on Peru's position to be carried back to their assigned countries. Peru's contention that IPC never held legal title to the two properties is the heart of the controversy which bubbled for years before erupting into expropriation. However, expro- The Arizona Republic Si Phoenix, Than., April 3, 1969 Dead woman priated and embargoed assets included extensive IPC holdings over which there had never been a question of title. Adequate compensation for seized property is the only issue, it points out. Prepared by the U.S. Information Agency, the film cites the work of the Irwin mission here as evidence of sincere U.S. desires to reach an amicable solution and avoid imposing economic sanctions required by its laws. TUCSON (AP) - The ftfen- tity of a middle-aged woman found dead in a Tucson hotel March 4 remains unknown to police. The mission, led by New York lawyer John N. Irwin as President Nexon's personal representative, is now in its third week of talks with Peru's ruling military junta. The U.S. film warns that Irwin's mere presence here is not enough to stave off application of the sanctiins, due in early April in the absence of significant progress on the compensation issue. The woman was registered as Mrs. George Burst of Reno. But Reno police said there was no such address as the one the woman used and no trace of anyone by that name. An autopsy was unable to determine the cause of the woman's death. en no vi VAYS FIRST QUALITY* ALWAYS EASTER IS HAPPY FEET FOR EVERYONE IN THE FAMILY... WITH SHOES FROM PENNEYS!
