Twenty-seven men were injured, some seriously. The blast rocked the Nojiri colliery of the snow-covered Yubetsu mine in Akabira City yesterday at 1:26 p.m., a time when 516 men were working below ground. "It blew up with a terrific explosion," one rescued miner said. "I was thrown off my feet and lost consciousness, but later I found myself crawling in a dark tunnel." The move came because the Lebanese government refused to extradite Gen. Teymour Bakhtiar, former Iranian chief of security, who has completed a 10-month sentence for smuggling in Lebanon. Iranian sources said the Persian government wanted Bakhtiar returned to stand trial for embezzlement and misuse of power when he was security chief. However, the government of Lebanon has tried to keep the nation something of a neutral "Switzerland of the Middle East." Hence, diplomatic sources in Beirut say, it is "against tradition" to extradite political refugees. Of the diplomatic severance, one spokesman here declared: "It is regrettable but not unexpected." Since March 22, each nation has been without ambassa- dors in one another's country. Bakhtiar is a former deputy premier and uncle of the ex-wife of the shah, Soraya. Bakhtiar still is in prison here at his own desire, sources say, until his request for a visa to Switzerland is acted upon. The Iranians have revoked his passport. Currently there are about 400 Lebanese living in Iran, mostly merchants, while about 200 Iranian students attend the American University of Beirut. Earlier, Lebanese officials expressed regret they could not meet the Iranian government's request, but pointed out that in addition to political extradition being against national policy, no extradition treaty existed between Lebanon and Iran.
