The Washington Evening Star to-day prints the following: alliance between William Bryan and William Hearat prith a view of dictating the democratic presidential nomination is said to be a certainty In fact It is asserted by a man very close to Mr: Hearat that the political arrangement ia that Mr Bryan will present Mr Hearat' name to the 8t Louis convention the visitors at 'the White House who gossip about the 'probable of toe democratic convention the name of Hearat Is beard as often aa the name of any other' democrat with the possible exception of Cleveland in Washington Mr bureau is under toe direction of some particularly shrewd politicians in and out of congress Hearat himself while directing the work and providing the means for the conduct of the preliminary campaign is himself in the background as much as possible actual work is being -done by trusted lieutenants From their offices in this city orders are being sent out to every state the union by these lieutenants and each day the newspapers of the country contain evidence of the work being accomplished Delegates Picked Up to the 8t Louis convention are being picked up here and there Hearat campaign clubs' are being organized and in every state the work Is going on apace the opinion of toe best Informed politicians it is now a certainty that Mr Hearat backed by Mr Bryan may be' In position to give the leaders opposed to him a lot of trouble He may not have the majority of delegates to the St Louis indeed he probably will but he will it Is anticipated have enough strength to cut an Important figure and will be a factor that will have to be reckoned with friends are even now -pointing to hie 'regularity ae a strong feature of bis campaign Both In the campaign of '96 and 1900 he gave Bryan vigorous support The Bryan train went around no curve sharp enough to throw him off He' 'stood for every jot and tittle of both the Chicago and Kansas City platforms "Naturally such support enlisted the friendship for Mr Hearat of Mr Bryan and the latter with his powerful personal following is now giving the New Tork editor a quid pro quo Tammany Is Ignored- Hearat recognizing the 'antagonism of the Tammany organization In New Tork has declared ithat both the nomination and the election of a president will be determined by the western and southern states Realizing the practical impossibility of breaking through the' Tammany line in New Tork Mr Hearat' Is paying but little heed to that paH of the game but la devoting his time and energy and money to outside states Tammany leader do not -approve of him but in that respect they have no: advantage of him- for his thoughts about them' would make plo-turesque reading They turned him down at the 'harmony banquet' but he proposes to even up that snub at the St Louis convention next July "When he first started his campaign ball to rolling he figured on obtaining tbe backing of the organized labor element of the country For months he devoted practically his entire attention to that factor In the political problem Having secured a fairly good basic organization he branched out into the open and now Is In the field contesting for delegates- In every congressional district He has an advantage In being a frank and avowed candidate for the nomination Both Democratic Factions Aire Confident of Victory in State Convention Providence I March Opinion is pretty evenly divided to-night regarding the probable result of the democratic state convention to be held to-morrow when delegates to the national convention chosen The apparently safe lead of that portion of the party represented by Chairman Patrick Henry Quinn of the state central committee and Col Samuel Honey of -Newport which Is In favor of an uninstructed delegation has been greatly diminished as a result of the caucuses the last two days and tonight but a narrow margin of a' dozen votes is claimed over the Fitzgerald-Green faction which has declared for the presidential candidacy of William Hearat -There will he contesting delegates from Johnston which will add to the uncertainty- of the outcome Taken medicines of many kinds Changed food Tried exercise Changed climate various other methods to get well and General Traffic-Manager Discusses North-Western's' Lat- est Grain Cut" Stohr -general traffic manager of the Great Western yesterday declared -that his road waa not at 'all alarmed at the latest action of the North-Western In announcing a further cut of 2 cent per hundred on wheat' and In giving shippers the privilege of having' 'heir grain milled in transit or stored In elevators at Omaha or Council Bluffs The Great Western asserted Mr Stohr will not recede from the position it has taken and is not disposed to come forward with terms for a 'settlement: to' the Great Western the North-Western was forced to concede to shippers the milling and elevator privileges as -a defensive measure to protect Itself from the ruinous rates which It has imposed upon itself As the North-Western has been compelled to make reductions on Its local rates from Nebraska points to Omaha to' avoid violating the interstate commerce provision prohibiting higher rates' for the short than the long haul It is now carrying grain between Omaha and Chicago for nothing The locals to Omaha have been cut lower tb the former through rate Chicago and the North-Western is therefore obliged 1 to carry from Nebraska points through Omaha to Chicago con-rignments of grain for lower rates than It was formerly receiving for the haul to Omaha In order to hold the grain at Omaha or Council Bluffs pending the termination of the present rate war It Is- asserted the North-Western has conocded the milling and elevator privileges have little grain traffic from Omaha yet and can afford to meet all the North-Western's said Mr Stchr will stick it out to gain the principle involved'' Another attempt will be made to patch up the differences by the traffic
