As many as 30 volunteers had assisted during the day, their duty assignments posted. Some 100 volunteers who regularly aid at the hospital and home were on standby, to be called in as needed. York, Memorial Osteopathic and Columbia Hospitals have agreed to receive patients if that becomes necessary. York area nursing homes, while generally full, also were reported willing to take some Pleasant Acres people if, in Lindes' words, "it becomes a matter of life and death." Union spokesman said that of 250 eligible, about 225 or 230 belong. The bargaining unit for Pleasant Acres covers licensed practical nurses, nurses aides, and maintenance, laundry, dietary and housekeeping personnel.

Contract proposals were submitted by the AFSCME to the county in August. Following a recent Pennsylvania Supreme Court ruling to the effect that the commissioners are the exclusive employers only of the Pleasant Acres work force out of four units within Local 1485, negotiations for Pleasant Acres unit opened Christmas Eve. The last meeting was Monday. A union vote that night was for unanimous rejection of the county offer, or day-to-day continuation of the old contract. A spokesman for the local said Tuesday that other county employes could not strike at this time.

He noted that there have been no negotiations, and all kinds of legal complications, as a result fo the court decision. Commissioner Stein, who had predicted as late as Tuesday that there would not be a strike, said the 25-cent offer with another nine cents in fringe benefits would hike the Pleasant Acres budget by about $350,000. This is approximately a mill on the county real estate assessment. Stein said that at Mediator Savko's suggestion, the county had come up with and 99- 100 per cent" of its final offer. AFSCME District Council 89 staff representative Richard Lindsay said that noneconomic issues have to be resolved, making continuation of the present contract language unacceptable to the union.

Among the issues in this category, Lindsay said, are present practices of makeup of sick leave on weekends; the non-dues deduction policy for the 15 to 20 per cent probationers on the work force; harassment for union activity; need for arbitration of more than 20 grievances outstanding, and the present "confused" wage schedule on which the 55 LPN's are on 19 different hourly rates which vary by only pennies. Lindsay noted a practice of terminating employment rather than giving leave at no pay after an employe uses all his sick leave.

He estimated 60 per cent of the contract issues are noneconomic. Their resolution would not cost the county a penny, he asserted. As the union representative spoke on a gray New Year's Day afternoon rapidly turning to bitter cold, a woman picket came up to say: "Be sure to report that we're just as concerned as the families are about the patients. We're not out here to hurt them." Most of the pickets were women and many of them were middle-aged, with uncooked holiday dinners at home. The injunction was directed at the union and Council 89 Executor Director James C.

Umbrell; Representatives Lindasy and Barry L. Walker: Local 1485 Vice President George W. Melbert, the VP for Pleasant Acres, and Local Steward Alice M. Koontz. Kenneth Staub is the local president.

The county is representated in negotiations by Patrick McFadden, who has been working as fulltime labor consultant, and Arthur Hendrix, administrative assistant to the commissioners for labor relations. Many persons with relatives at Pleasant Acres visited them Wednesday. There were also many phone calls from concerned persons. Births York Hospital To Mr. and Mrs.
