"CCA HI Cwontity Rights Bank Head Turns To Faith Healing TULSA, Okla. (UPI) Before he got religion, Douglas L. Mobley was board chairman of a downtown bank, believed money was made for making more money and drove himself as hard as any heart attack-prone executive.

Now, he's given most of it up for evangelism and to heal though faith. "All those (financial) victories were empty," Mobley, 41, said. Then, on a reluctant visit to a church, he said God told him what he should do. After that experience, Mobley said he decided to take God as his "partner." "When I got my priorities right, my business prospered as He has rented the Assembly Hall for his first evangelism it never had before," he says. "My philosophy now is, if you do the best job you can and think about the people you serve instead of the money, the money will take care of itself." Mobley now has quit as chairman of the bank's board of directors and given up his holdings in five of seven banks.

"I will share with the people and then we will have a prayer line for any who desire healing," he says. "I've seen God heal physically, spiritually and emotionally sick people." Once a hard-driving businessman who worked seven days a week and had not taken a vacation in seven years, Mobley now will devote all his time to the ministry. meeting Jan. 23 and another gathering Feb. 27.

He hopes to conduct similar meetings in other cities. Mobley says he has been able to minister to a number of his business associates. "I think I relate to them better than many ministers because I understand the pressures they face daily," he says. The son of a lumber yard manager, Mobley built homes in Dallas for four years in the early 1960s, then returned to Oklahoma where he developed a chain of lumber yards. He finally settled on one yard in Tulsa which grossed about $1 million a year and expanded into several banks.

SALES DAYS: JAN. 10 thru JAN. 15 OPEN 24 HOURS EVERY DAY EXCEPT SUN. I GQSD Through Soviet Actions 'Massive New Arms Race' Feared U.S.D.A. Choice Beef 0HUCIC ROAST In a farewell interview, Director Fred C.

Ikle of the U.S. Arms Control and Disarmament Agency expressed confidence the United States and Soviet Union can reach a second stage strategic arms accord despite the current deadlock. "What we have to worry aboat is a massive new arms race emerging in theater regional capabilities which impact not only on the strategic balance (between the United States and Soviet Union) but on all kinds of dangerous spots throughout the world." Ikle said. Ikle and other disarmament officials said they are particularly concerned with Soviet "grey area, hybrid systems" intended for theater nuclear warfare in Europe but capable of being adapted for direct use against the United States. They said they had in mind particularly the Soviet SS20 intermediate range missile, the Backfire bomber and cruise missiles.

Cruise missiles are small, pilotless aircraft with nuclear warheads which are launched from ships or manned bombers. The SS-20 is a Soviet missile with a range of about 3,000 miles and equipped with multiple warheads. If the missile were deployed in the Soviet Far East and "downloaded" with fewer warheads, its range could be extended to reach a considerable portion of the western United States. Similarly the Backfire bomber which has become a sticking point in the current U.S. -Soviet negotiations has been designed as a medium bomber for use in Europe.

But if it is refueled in flight, it can hit most portions of the United States and return to the Soviet Union. A report by a Soviet defector, Lt. Viktor Belenko, that the Russians have a contingency plan to order medium range bombers against the United States on "suicide" one-way missions as a last resort in war also has caused concern at the disarmament agency. EM Ikle is reported to have helped convince President Ford to go slow on a SALT-2 accord until those emerging problems have been dealt with. The SALT-2 negotiations are aimed a achieving an agreement, to be in force until 1985, limiting the United States and Soviet Union to 2,400 missiles and bombers.

Of these, 1,320 could carry multiple warheads. Ikie described as "reasonable" President-eect Jimmy Carter's suggestion that the October 1977 deadline for concluding such an accord be extended to allow more time for unscrambling the current deadlock in negotiations. "One of the dangers of the narrow view of what SALT is all about is to put on blinders and only ask yourself: 'Can it reach the Soviet Union? Can it reach the United States? And pay no attention to what goes on in all these other nuclear nuclear delivery systems which go on outside of said. ''You cannot cover everything in one agreement. On the other hand, you cannot finish one agreement, without paying some attention as to what happens beyond these boundaries.

"Vou shouldn't cut out SALT in such a way as to agravate the dangers of competition in other nuclear areas." Save 1st Cut iimi ib ARM SHOULDER ROAST U.S.D.A. Choice, Beef Roost Well Trimmed BONELESS CHUCK WASHINGTON (UPI) A senior Ford administration disarmament official warned Sunday that continued Russian deployment of medium bombers and missiles may provoke a "massive new arms race" and undercut U.S. -Soviet strategic arms control efforts. 'Dialogue' With Carter Syria Aim BEIRUT, Lebanon UPI -Syria said Sunday it is prepared for "dialogue" with President-elect Jimmy Carter's administration and called on the United States to "shoulder its responsibilities" to help achieve peace in the Middle East. "Syria is confident of itself and the justice of its cause," Syrian Information Minister Ahmad Iskandar Ahmad said in an interview with the Beirut English-language weekly Monday Morning.

"We want the new American administration to understand our cause and to exert its efforts in the service of a just and lasting peace in the region. The United States of America must shoulder its responsibility in this respect and it is in a position to do that." Ahmad's comments resembled the position of Egyptian President Anwar Sadat, who has said the United States is the key to peace in the region hprausp of its ability to exert pressure on Israel. Since the October Arab summits in Riyadh and Cairo. Syrian President Hafez Assad and Sadat have buried their differences and joined to coordinate joint political and military strategy for the region.
