Sunday was one of the rare occasions when a president attended a commencement exercise without himself receiving an honorary degree. At a luncheon before the ceremony, Ford joked that he felt like the husband of a woman christening a ship "totally useless" but he obviously was proud of his wife. The President kissed his wife on the cheek after the purple hood symbolizing her new honorary degree was placed over her head. The crowd applauded warmly. Aboard Air Force One the Fords worried about the strong possibility there would not be enough snow at Vail this year for their traditional Christmas holiday skiing. Asked aboard the plane about conditions on the Vail slopes, the Ford's 19-year-old daughter, Susan, grimaced.

"Awful," she said. "It's a good thing I brought along my tennis racket." The situation was so bad that five Indians, members of the Ute Cloud Clan, planned to perform a "snow dance" Monday to try to improve skiing conditions. Interment in Zion Lutheran Cemetery. Friends may call at the funeral home Monday evening from 7 to 9. d20.11 LAKE CITY, Minn. (UPI) People in this Mississippi River town are reluctant to talk about the slayings of Mayor William "Tony" Strickland and his wife, Verona, who were found shot in their home a year ago. No suspects are in custody, although "numerous" people have taken and passed lie detector tests, Wabasha County Sheriff Roger Meurer said.

Rewards totaling $2,500 have been offered. Meurer even put up $500 of his own money. A key clue in the double slaying may have been lost with Mrs. Strickland's death. She was known to have a strong fear that someone would harm her but she never told anyone.

"Not even Tony knew," Meurer said. The Stricklands were found shot to death on Dec. 21, 1975. Both died of bullet wounds. Mrs.

Strickland was struck once in the head. Strickland, 58, was hit five times and two of the shots were fatal. Few Lake City residents will discuss the killings, and those who will don't want their names mentioned. Some speculate the slayings may have been committed because of Strickland's strong stand against drugs. As mayor of Lake City, he led a move to have the city council appropriate $5,000 to hire an undercover investigator to ferret out illegal drug traffic.

In the next year he asked for and got $10,000 for the same purpose. Others contend someone resented something else Strickland did as mayor, while some folks conjecture that the deaths were a murder-suicide and someone just threw away the weapon. Meurer discounts the murder suicide theory. said investigation has made progress, despite being unable to turn up the murder weapon. The state crime laboratory has run ballistics tests on about 30 "suspicious" weapons in the past year, but all were cleared.

Wabasha County Attorney Jerome Schreiber said members of the Strickland family have been cleared. The Stricklands had three sons and two daughters, all grown. Pentagon Cutting Fees For Training, GAO Says WASHINGTON (UPI) Government investigators say the Pentagon, going against the objections of two congressional committees, is trying to illegally cut the rates it charges for training military personnel from other nations. A General Accounting Office review estimated the Defense Department effort could cheat taxpayers out of $55 million to $75 million a year. The review, launched at the request of House Appropriation Chairman George Mahon, covers fees charged for training such personnel as pilots and mechanics when a foreign government buys jetfighters or other complex weapons from the United States.

In a weekend report the GAO said that in November, 1975, the Pentagon reacted to congressional concern about training prices by setting guidelines that raised tuition costs. But last August, the report said, the Pentagon informed the House and Senate Appopriations Committess the increase "had a drastic impact on foreign training, and the department was going to make substantial reductions in tuition rate." Both congressional committees objected, telling the Defense Department they would reduce funds for military spending by an amount similar to any tuition reduction. The department disregarded the congressional objection and issued orders in October for the lower fees, the GAO said. "The department's reduction in tuition rates does not meet the requirement of the Arms Export Control Act that the U.S. government be reimbursed for the full cost of providing foreign the GAO said.

It recommended that the fee reduction order to be canceled. The GAO said the law "expressly requires" foreign governments pay full training Daily Memorandum To Mr. and Mrs. Ralph F. Roth, Box 332-A, York RD 12, Saturday, a son.

It said an inquiry now is under way to determine exactly who in the Pentagon made the cutback decision, why and how it was made, the exact costs to the United States and what governments will benefit from the reductions. The full dollar impact of the reduction has not been determined because the military services have yet to set new tuition rates under the October order, the GAO said.
