On motion, the Horn then adjourned till 12 o'clock on Wednesday, PROTECTION AGAINST STEAM BOILER EXPLOSIONS. Wiibimotok, Dee 11, 1800. EoiToa litre BuciN.

Yesterday Mr. Ilice, of Maino. moved in tho House that the Com mittee on Commerce be Instructed to inquire Into the question how best to protect tho lives of passengers and others on steamboats in tho United SUtes; it being well known that tho present steamboat law is defective; having only the effect to "legalize error." 1 suppose JUr. Rice to have been somewhat Influenced to this action by the editorial Uat appeared In your journal yesterday morning; for which I supplied you tho technical argu ment. It Is well known that I havo devoted much time and other expenditure to the determination of the exact cause of, and remedy for, steam boiler explosions; and I made earnest effort before tho Committee on Commerce at the last session to influence them toward effective legislation.

1 explained to Mr. hircrlcBtoii, and others of the committee, that, notwithstandmir the laborious and expensivo system of test and inspection unuer mo sicainooai law, explosions wero now of more frequent occurrence than over before, tho proportionate number of explosions having increased in a ratio much greater than the increase in the num. ber of boilers employed; that ono steamboat had exploded during the year out of each 13G in service; one locomotive out of each 88 In uso on our railroads: one sUtionary boiler used for manufacturing purposes or warming buildings out of cacli 300 In use throughout the country. When a steamboat explodes an average of 9 persons are killed and 11 wounded, and an average pecuniary loss of 813,000 remits. Fifteen hundred Union soldiers, returning from Southern military prison pens, were killed by one explosion on the steamer Sultana in 1864.

That the folly of attempting to prevent boiler explosions by in ft king the boiler stronger was just as great as to attempt to determine the weight of a mass of material of which the specific gravity was unknown by measuring its cubical dimensions. practical gentlemen, uat Doner, expiations are doe entirely to unequal trpamxm of the boUerpUtei becanie of unejaai tutting of the different parti of the boiler, OarJ to no olXtr ctnue trAafever. When tha water gets low In a loeomottro and iho engineer finds the ofoper tier of tabes G'virvdina tbroagh the tnba ifaettaud Hak: WQaldho attribnte the accident-to the ticking fait of the lafety-Talre and there. from a (treat increase of vresmra to tba iteini, or wouidhe not at oncodetermUw that the protruduig lubes had been uncor ered by water and orcrhealed, thereby expanding with raScIent force to presf them through the tabe sheet, no matter how well thT might ba fastened unuppoeu ail tha tabes Iq a boiler shoald bo COTered with a coatinff of carhonata of Ljlme, or other deposit a non-condnetor of ircai wnicn mignt prerent eominunica. uon to toe water, ail tne tatres so prof-cfid would nniekhr receire a hiirh temrjeratare. and as their length was extended, would press againsr.ua neaas oi tne Doiierwiu rurcesur-ncient to null the ihell of the boiler tnart.

In such a case the pressnre of the itotun would assist the "tuumalexpantion." and woald perform the work of destruction that usually follows such circumstances. wnai is tne remedy I Alow can tbo law provide for pre renting this class of accidents enecta-uy I is tne natural question tbat will be asked by everybody. I answer, Ut the Iteamboat law be amended so to include all boilers in the United States used for the generation of steam, and let its provisions enjoin examinations and tests by inspectors with cold water pressnregne naif greater than the highest pressunBf steam to bo carried, twice in each year, at which time no boiler shoald be allowed to pass inspection and receire a certificate! if there is any floe subjected to pressure outside of mora than eight Inches diameter unttaytd; the application of an additional lookup safety Talre, so that there should ba two at least on each, boiler: monthly examination! of all boilers inside and oat by inspectors, at which times. If any defect is noticed, the water test should be applied again, and at each of which In spections ue oouer must oe maue aosotuteiy clean and fret from incrustation; and last, bat not least, no boiler should bo permitted to pass inspection and be used for the generation of steam that is not provided 'with effectual means for equalising the tempera- tare in an its parts onaer an circumstances, even it the water be low, so long as any re-. malniiniU Tbat Una Is poulblo ana practicable Is proved by the fact that I have had a boiler working for more than three months generating steam rapidly and steadily in which no water covered the heating surfaces.

All the water contained in it was below tho grates and flues, and would not ordinarily be even warmed by tho lire, no matter how long tne enort to neat it was continued; yet the temperature in all parts of the boilerwas kept uniform and perfectly under control by elf-acting, simple and enduring devices, and the boiler was not in the least injured. Under such circumstances no explosion could occur according to any theory heretofore advanced to account for inch accidents. 1. From over-preuure, because the safety-valves would open and permit the escape of the steam before the limit of the strength of tho boiler was reached. 2.

From tho pretence of an exploaivo gas from the decomposition of tho steam, because the steam cannot ba decomposed except tha plates of the boiler are heated to a high temperature, which could not be if the temperature is equalized, and within the tempcraturo of saturated steam; with a higher temperature in the water, the pressure would bo in-created slowly and aucct the safety-valves. 3. From the overflowing heated plates with cold or other water to suddenly increase the pressure, because thcro could ho no overheated plates so long as any water remained in tho boiler. 4. From tho weakening or softening of the plates to tho extent that would cause them to give way with less than the ordinary pros sure, which could only occur if they were highly overheated.

a. From any communication of the temperature of overheated steam to tho water to generate suddenly increased pressure, for many reasons, tho belt of which is there could bo no super-heated steam in tho boiler if tbo temperature was equalized. 6. Nor from unequal expantion of the parts of the boiler iron for the same reason. Therefore I assert, without fear of contradiction, that the law can bo so amended as to entirely prevent boiler explosion.

I only apprehend one objection on the part of Congress to so amending it, viz: The appliances necessary to correct tho evil are my inventions, and are either secured or to be secured to mo on about thirty-five patents, and Con- is averse to legislating patent rights nto sale. I bold this to bo an untenahla position, because if It is proper to have a patent law iv ta oa proper mat patentees bould bo remunerated for their labors. I bold mjsolf at all times ready with experimental apparatus and drawings to demoD trate to any one tho truth of tbo abovj statements, If any think them doubtful. Respectfully, Nobmak Wium.
