Sm7 nteilnir of the Old and New ffchoel Preabjterles-nevlew or Ibe nnti-ntaa to be Tranaaeled-The lae lion of lUnnlOH-InlertitUr loo Anlleloalosl. The General Assemblies of the Treabyte-rlan Church (Olif and Niw Schools) both mct In New Yoik la view of the questions relating to the union, of tna two bodies, much Interest Is manifested In their deliberations. The Old School Assembly, which meets In the Brick church, corner of Fifth avenue anj Thirty-seventh itrret, has the following permanent officers, naiuc'yi A stated clerk, the Iter. Dr. A.

T. UcGUl, an 1 a permanent clerk, the Rev. Dr. W. K.

Sch.nek. After the election of a tnodsrator and temporary clerk, It will proceed to consider the matters before It, many of which are referred to standing committees appointed by the mod erator. A committee was raised by the lost assembly, which Is to report now --of which Dr. Humphrey, of Kentucky, Is the chairman, nnd Dr. raxton, of New Tork, Is a member to conitder the whole work of the Church among the frcedmen, and decide whether tt Is best to do through the pres ent separate organization as a mission by Itself or to merge It with the other home operations.

An Instructive debate may be expected on this Question. With reference to this subject it Is also understood that there has been some conference with the New School's Conmlttee on Frecdmcn, and also with the secretary of the Instruction fimj of the Southern Presbyterian Church, the results of which will be awaited with Interest. An Important Committee of Conference was raised by the last assembly, to report to the coming one, of which the chairman Is the Rev. Dr. Mnsgrave, the moderator.

It was ordered to meet representatives from the various Presbyterian bodies beside the new school body such, for example, as the different branches of tho Scotch, and other Presbyterians and to confer with them upon a plan of union or confederation. The number of baptized children la the entire church was made a subject of inquiry by the last assembty, and It was ordered that It be reported the present year by the Presby terlei. Besides these points of general Interest, each one or the assembly's boards and permanent committees will present an annual renort. A committee was also annotated to devise a plan by which the Inadequate sala ries oi me mora pooriy pmia ministers can ve supplemented by the whole church, through the Board of Domestic Missions. There aro four theological seminaries amenable to the Old School General Assembly, namely, Princeton, Western, Danville and Northwest.

All that pertains to the success and weuare or tnese seminaries lor the tralulnir of ministers Is Intrusted to standing committees, which report upon their progress ana suomit weir conclusions tathfl Assembly. The New School Assembly has, like the UUscnool, many interesting items oi dou-ness. Its stated clerk is tho Rev. Dr. E.

F. llatDcld, and us permanent Cleric tne liev. Dr. J. G.

Butler. Tho permanent Committee on Foreign Missions Is to report upon tho whole subject of monthly concerts of prayer for the success of foreign missions. The whole subject of the collections of tha churches and a revision of the subjects and objects of their benevolence Is also re ferred to a committee, oi which tne cnair-man Is the stated clerk. There are three theological seminaries to report their condition to the New Bchool Assembly, namelyi Union, la New York city, with four professors Auburn, at Auburn, N. with four professors, and Lane, near Cincinnati, Ohio, with five professors.

The roost Important subject, however, and that In which there wilt be most to awaken nniiiic attention, in common to botn bodies. and occupied the larger part of the time of the last assemblies, it ia ion ercat mwwr of a reunion of the whole Church, separated since 1837. In 1863 the Old School Assembly, which mrt at Peoria. Adooteda paper in which fmiprnftl correspondence then subsisting be tween the Old and New School Churches is recognized as tne laiuauve oi securing better understanding between them and the means of preparing the way for union. In 1801 the New School Assembly, meeting at Dayton, Ohio, adopted a communication to thAAther branch, which, while It did not ask for a committee of conference between the two, suggested It, and paved the way for Us appointment.

Such a Joint committee wo neeordlnirlr formed In 1WJ6. on tho Part of both assemblies, which both met that year in St, Louis, as iney wm tois year in New York. This commltteo consisted of uloo ministers from each, and six elders from each assemblythirty In all and with great Industry, patience and ChrUtlan courtesy these centlemen framed a series of articles known -r Itl anno as "ineiiasuoi uuwu hmv "jwi only forbids us to mention all their names, destined to become historical In the records of the Presbyterian Church. Dr. C.

C. Bcauy, of the Old School boir, was chosen the New School, secretary. Their able report was brought to the assemblies which met In 1807f was stilt further amended, and agulu was presented to the assemblies last year. One of these bodies the Old School met at Albany, N. Y.t the New School at Uarrisonrg, ana any oi our rcaucn should follow us la looking through their proceedings ha will notice that, as we have aid, moat of their time was taken up In the consideration of what both seamed to deem the most important matter that could come hetora them.

The basis reported by the committee was then sent down to the presbyteries for their vote, wnicn was aeemea necessary it any otfccr than the simple unchanged constitution of tho Church were proposed as the bond of union. A vote of three fourths of the presbyteries is necessary to adopt the committee's plan, and the reports from all llic presujicncB, mo nunureu aau uu-iurce In number, arc to come up to tho present assemblies. The Indlananolls Journal thus Presents theargumentlnfavoroftho validity of the action of the Indiana Legislature In accepting and ratifying the fifteenth amendment to Ins Constitution of the United Bute i The llorfse yesterday, by Vote of, flfly-four yeas to no nays, passed the Joint Insolation of the Senate ratifying. the fifteenth amendment to tho Constltvtloa of the United Btatcs.

The Democrats bad resigned but the Republicans deemed that the action' of a majority would bo valid undetthe Constitution of the United States, and disregarded the absence of the minority and the reduction it made of the trumbcr present below a quorum. That they wilt be sustained in this course by Congress we have no doubt, and that thev ouzht to be sustained and the vote of the State set down for ratlfleatlon. no rational man can doubts That vote was cast bv a malorttr of all the members elected In each house, all that even the State Con stitution requires to enact any measure. The only objection that can be made Is, the fitlura of the llotua of Representative to comply with a form of the Constitution of toe state, wnicn requires two-totroa vj present to witness the action of the majority. We admit that the failure would Invalidate any act of legislation relating exclusively to the State, and to be Judged by the Bute courtsi but It cannot be admitted that it will InTftlldata nets affectlnir the United States.

Congress has a right to detenntne what shall be a State, and. what shall be valid State action, ao far as the reneral Government Is concerned, and It Is not within tho power of any cute to limit tnai ngnt. as our constitution would do If It could force the forms ll Imposes for Its own business upon that which It docs for the United States. Oar own constitution may prescribe that for our business two-thirds of the Legislature must be present, but It cannot say to Congress that If two-thirds are not present, the, action shall not be accepted as that of the State. Tho Senate of tho United Slates settled this effectually la tho memorable case of Jesse D.

Brizht and Graham. N. Filch, elected Senators by a Joist convention of a majority oi tne wnoie numoer oi memoers oi iub Legislature, but convened by the vote and consent of but one House, and with but a minority of the other House present. Here, there was totally lacking lbs form of coo-nt at tfcfl elwtornl convention bv one House, and totally lacking a mijorlty of One House to give validity to the action of that convention. Yet the Senate held that, as a majority of tuo one nnnarcaana any memoers wno compose both Houses was present, there was the snustance oi tue Diaic antnomy present, una the substantial power of the Bute having been exercised, though In disregard of forms.

the United States would recognise and ac cept it. mine present case a majority oiootn Houses, one bv a full compliance even with the forms of the State constitution, the other by the majority required by the Stale constitution, but In disregard of a form which Lht riff hi coao decided to bo unimportant. nave ratineu tno amenament. ine tun-stance of the State authority, and a portion even of tho non-essential State forms, were resent and exercised la the act. If the right and Fitch election was valid, tt ratification is a fortiori valid.

It will be so accepted by Congress, we have no doubt, and we don't think any reasonable end candid man has anv doubt abont It. Tho amendment Is a settled thing It ts sure or twenty-nlno States, and the long ngouy Is over. Harder In Jjtomeraet County, Mat.
