Soft coal causes a lot of wrath that can't be turned away. 1 a aauw uwy storff vu aa Irish Institution, aad from the remarks ef officials it was gathered that the Instrument used by the German government was one of several peace societies which, masking under the came of "peace." have actually served the interests of the cen tral empires, and are still motivated by consideration of hostility to the policies of the United States. A sensational feature of the Bern storff note was that it was dated January 22, the date of President Wilson's "peace without victory" address to congress. Prior to that time, however, la the latter part of December, Secretary Lansing. In interpreting President Wil son's peace note, msde It clear thaV the United States might be drawn Into the war, and indicated that one of the reasons Impelling President Wilson to address the powers st wsr wss to ascertain the objects for which they were fighting, so that this country.

it should be compelled to make a de cision, might better be prepared to align Itself with one of the two groups. It Is sccepted that neither In December nor In January was the state department aware of the full connection of Ambassador von Bernstorff with the works of Captain Boy-Ed and Captain von Pa pen, the naval and military attaches, respectively, of the German embassy, but It la believed now that the government has complete proof of the direction by Count von Bernstorff himself of all the activities of Germsn agents, official and unofficial, of German nationality and of American nationality. Whether the state department Is In possession of other evidence Indicating the ambassador's activities has not been revealed, but the extraordinary disclosures already made have fixed the belief that agents of the United States government have collected and compiled the entire story of Germsn duplicity and intrigue aad that additional chapters will be added. 1 Knew Plan of "Ruthlessncss." The reference to averting war Is taken, ps an Indication that Ambassador Bernstorff had prior knowledge of his government's Intention to proclslm a merciless wldespresd submsrine warfare and that he was equally confident that the United States government could not be easily placated by mere promises. The German announcement of Its intention to expand Its submarine activities was not msde public until Janusry SI, when the world was startled not only by the determination to remove all restrictions, but by the statement that it would become effective on the following day.

Three days later the United States government had expressed Its disapproval by severing relations with Germany. That the Germsn ambassador knew of his government's Intention was assumed by some officials, although at the same time he denied prior knowledge and those In close touch with the embassy were given to understand that he did not approve the course and worked to obtain modification. Small Amount for Bribe. It has not been assumed that the embassador actually attempted to bribe or personally Influence any member of congress, and doubt that such was his purpose Is supported to some extent by the comparatively small amount of money be asked. Fifty thousand dollars, It wss pointed out, would go but a short wsy toward buying the Influence of sny congressman.

Judiciously expended, however, It might do much la compensating paid agents, such as are now known to have belonged to the elaborate machine Bernstorff had so carefully built up for the production of propaganda snd for purposes of esplonsge. Search Antl-Wer List As soon as news of the Bernstorfi message reached the capital members began a hasty search of the flies to find the names of the men who voted against war. While there was no assertion from anyone that anyone ol these members was influenced by German propaganda or money, yet It was pointed out that If such Influence was exerted, and If It had any effect, th names ef those affected would be shown the lists ef those who opposed the wsr resolution. "I vu forced to the conclusion some time sgo," Representative Heflln ssld, Id discussing th revelations, "that Ger many thought we were a cowardly people and afraid fight, but I did not know that we were, a corrupt people and would betray our country for German gold. "The telegram sent by Count vos Bernstorff Is an admission of the fad that Germany had a corruption fund la th United States for the purpose of carrying on German propaganda.

"If members have acted In suspicions fashion by the Introduction of resolutions or bills or by speeches In congress or out of that leads to the conviction that they sre not loyal to this government at this time, the ought to be Investigated, and, If found guilty, they ought to be expelled from the floor of this house and from the floor of the senate of the United stste." 1 TOWEL AND MEDICINE CLOSET. ceri'istoaFfseen Disclosures Msde by Secretary of State Lansing Regarded as Show. Ing Ambassador Directed Gr man Intrigue. Washington. Convincing proof that German diplomatic agents In the United States violated all roles of International courtesy and conspired to Influence congress by use of money to prevent this country from going to war to defend Itself from the attacks ef German government Is seen In the publication by Secretary of State Lansing of a note from Count" von Bernstorff, former German ambassador to th United States, asking tor authority to expend $30,000 for- the purpose of lafloenctng congress. The publication of this note was greater bomb-shell than any of the other revelations of Germsn duplicity that have been made by the state department Neutral diplomats, members of congress and others were literally astounded by the disclosures.

It has bona no secret that the German diplomats representatives la the United States conspired In various ways to prevent this country from entering the war oa the side of the allies but the proof that Germsn money was used or was to be used for the specific purpose- of Influencing congress famished sa amsilng climax for all th revelations that have gone before. Telegram Sent by Bernsterff. The telegram, exposed by Secretary of 8tate Lansing, was sent through-some secret channel to the Berlin foreign office on Jan. 22, 1017, by Count von Bernstorff, former ambassador of Germany. was as follows: "I request authority to pay out up to $30,000 (fifty thousand dollars) in order, ss on former occasions, to Influence congress through the organization you know of, which can perhaps prevent "I sm beginning In the meantime to act accordingly.

"In the above circumstances a public official German declaration In favor of Ireland Is highly desirable. In order to gain the support of Irish influence here." Some congressmen expressed the view that the money was spent la a campaign by telegraph Just before the United 8tates declared a state of wsr, when millions of messages were poured In upou members of both houses. German propagandists used the telegraph wires freely be further their purposes, The message of Count von Bern storff which was revealed by Secretary Lansing was sent last January, at a time when there were no outward Indications of a break between the United States and Germany. This, officials ssld, showed that Count von Bernstorff wss fully aware of the kaiser's plsns Isunch ruthless submarine warfare, thus repudiating Germany's pledges to the United 8tates. Ixpsses German Deceit Stste department officials declined to comment upon the object hoped to be realised as a result of the publication of the Bernstorff message.

It was believed, however, to have as Its purpose supplementing the general policy of exposing to the world the malicious deceit that characterises German diplomacy, the revelation of German Inspiration of peace propaganda la America, It was denied that there was any Intent te, reflect upon congress la mak-Inn- the dispatch public, at this time. It could not be ascertained that then was any design in selecting any particular moment tor the publication and It was asserted also to be mere co incidence that the exposure occurred lut sfter the arrival of Count von Bernstorff st Constantinople as German ambassador to Turkey, Officials made it plain that the government had some Information of Ger many's policy of duplicity before Bern storff requested authorization to continue his campaign to Influence con gress. There was gratification in official quarters that the ambassador did not presume to Intimate to his government that any amount of propaganda could Influence President Wilson. Officials asserted that the government had aa Idea of the Identity of the organisation referred to by Ambassa dor Bernstorff. but tnere being no ao- eoiute certainty, aone would be named.
