San Luis Obispo County (Calif) TELEGRAM-TRIBUNE B-4 Wednesday December 7 1994 SLO County Cambria project excluded from CSD rule KSBY A group of Cambria citizens called Friends of the Ranchland said that the project would cause too much development too quickly unless supervisors included it in the district Supervisor Bud Laurent who represents the North Coast said he had serious misgivings about the ranch prqject but support changing the rules midstream The rules now include the ranch in the overall growth rate because the project is outside the district's eventual service boundary The county has not reached the growth rate limit since the law was created in 1989 just when the state's economy drooped For 1995 the proposed county growth rate would be 23 percent or 848 building permits So for in 1994 only 421 permits were issued Cambria is entitled to 79 of the overall permits but has a huge waiting list for water from the services district Ranch representatives said placing them at the end of the 1000 people on the waiting list would kill the prqject end plans of providing a school site and get the county sued The 400-acre ranch which stretches between Lodge Hill and Park Hill from the ocean through the center of town plans about 250 homes on the west side and a retirement community for seniors needing special health care The ranch representatives also wanted the elderly health care project exempted from the countywide growth control count -The supervisors wanted more information before deciding to grant an exemption and told their staff to report bade with a
