Plsintlre Wall To the Editor of Tm HERALD My thoughts are troubling me Never in the history of Salt Lake has there been such a fixing up of door locks and old flint lock fire arms since the palmj days finely adjusted and its comprehensiveness so extraordinary that no only wars but riots street brawls individual knock downs and even suicides are indicated Will the world come to an end in 1891 My delegated will of the nation the will of party often a small but artful and enterprising minority of he community and according to the alternate triumphs of different parties to make the public administration the mirror of the ill concerted and incongruous projects of faction rather than the organ qt consistent and wholesome plans digested by common counsels and modified by mutual interests general government ernment and experience would seem to indicate that there is a tendency on the part of this government to overstep the boundaries marked out for it by the Constitution Its legitimate authority is abundantly sufficient for all the purposes for which it is createdand its powers being expressly enumerated there can be no justification for claiming anything thing beyond them Every attempt to exercise power beyond these limits should I promptly and firmly opposed For one evil example will lead to other measures still more mischevious and if the principle of constructive powers or supposed advantages or temporary circumstances shall ever be permitted to justify the assumption of a power not given by the Oonstt tution the general government will before long absorb all the lowers of legislation and you will have effect but one consolidated government From the extent of our country its diversified interests different pur suits and different habits it is too obvious for argument that a single consolidated government would bt wholly inadequate adequate to watch bver and protect its interest and every friend of our free institutions should be always prepared to maintain unimpaired and in full vigor I I the rights and sovereignty of the States and to confine the action ot the general government strictly to the sphere of its appropriate duties nAnd so on through the bright galaxy of ancient statesmen we find kindred and similar patriotic expressions until I the government passed into the hands of the grandest political party that has ever cursed any government with the excellencies of its rascalitythe Republican partythe God and morality department of the devil Through its quarter of a centuryof misrule every point has I been strained to concentrate hitherto unheard of and dangerous power in the General Government at the cost of local selfgovernment in the States and absolute confidence of the people of the Territories A change occurred in 18S4 a heavy rain storm in New York preventing some 1200 01 1300 Republicans from attending the polls and Cleveland was elected Hurrah a Democratic President fojr the first time in twentvfour years Didnt we whoop em upt We shouted we yelled we pawed the earthlike a bobtailed buffalo bull we painted the town red we got drunk for the first time in two decades because we had returned as we supposed to original Democratic principles Our men had 1 lid down the finest platform at Chicago we ever heard and expected Mr Cleveland to toe its mark and govern himself accordingly We bad accustomed ourselves to see Republican nominees fly the track and disregar their most solemn promises and we had a right to expect that Mr Cleveland would stand by the promises of the part Has he done so Let us see what he promised in accepting the labors of hIS party as expressed in the Chicago platform The selection ef Federal Officers for the Territories should be restricted to citizens previously resident therein The above language is conspicuously plain and its meaning could not be misunderstood by any average western fool much less a highly educated and accomplished President of the United States The Territories are settled by the bravest and most enterprising classes of the nation contribute immensely to its revenue and extensionof power have been and are now ruled over political tramps and dead beats who have no interest with the people many of whom would be relegated to positions of absolute and neverending seclusion if the popular will could be expressed Will President Cleveland drop us a postal card ad let us know just how many residents of the Territories has been appointed and how many Republican leeches re yet sucking government pap in ta 1 Territories And again in connection with the last sentence the contain the following giltedged paragraph The frauds and jobb ry whion have been brought to light in every department of the government are sufficient to have called for reform within the Republican party yet those in authority made reckless by the long possession of power have succumbed to its corrupting influence and have placed in nomination a ticket against which the independent portion of the party are in open revolt Therefore a change is demanded Exactly a change is demanded Thats what ails Hannah The people said so when they elevated Mr Cleveland to his present position Why have not the rascals been turned out Who has been doing the Succumbing business for the last nine months According the platform the rascals were yesterdays HERALD going before the body during the morn ingDuring the afternoon Mayor Sharp Recorder Wells and Marshal Phillips were subpoenaed the hope of Mr Varian and Marshal Ireland appar ently being that they could find where the money came from with which Miss Davnports business was carried on A small titwillow whispers to us that the investigations of the day resulted in nothing but discomfiture for the 0 Hs that is so far as connecting any one with Miss Davenports housekeeping is concerned The Fields woman also testi tified during the day At 2 oclock all the force augmented by iseasy to be seen by what rot the President has been made to believe that there is great danger of a riot being started in Salt Lake City endangering life and property but the same rot that the Governor and his Tribune clique have sent over the wires to create this belief has brought back an answer that does not please the rot vilhans President Cleveland telegraphs Preserve life and property at all hazards But these American gentlemen do not want life and property preserved but on the contrary they are constantly seeking to bring about a crisis that will cause a sacrifice of the lives of the best citizens of Utah and a destruction of their property So the rot flunkies are disappointed in receiving this kind of a telegram from the President They by their every word and action have proclaimed to every honestman who knows them that they desire to see this city turned over to the ravages of incendiary and bloodthirsty soldiery fed ana incited bloodthirstiness by the very rot which they are hatching and producing in their filthy sheet and in their lying dispatches senteast and west over the wires daily SALINA The Kesnlt of Carelessness At the inquest on the bodies of the victims of the recent railroad accident in Missoula Montana by which Alvin Moffatt of Eden and others lost their lives he jury on their oaths say that the said Moffatt Reech Devin and I Andrews came to their death on the 27th day of November 185 by an accident the result of a collision between train No 13 and a tea special east that the collision was caused by the disregard of the orders of the Northern Pas I ific Railroad Company nonattention to the signals at Wallace Station Ton the part of I Recht the engineer of train No 13 and that Dore mus the conductor of No 13 is censurable in not seeing that
