si PEE POUITD Four Thousand Heconcentrados Are Dying From Starvation at Eav a Merchants Have Made For I tunes Speculating In Provisions Spanish Residents Escaping 5 New York Aug Accounts of the condition of affairs in Havana Matan zts and Cardenas have been given by passengers of the steamerFridtjof Nan sen which has arrived from Sagua She brought 29 refugees most of whom were Spaniards who had made all sorts of sacrifices to escape from the island in anticipation of its being contiollcd by the insurgents Many ot them were well supplied with fund having turned all their available pioperty into cash They paa 25O for passage Almost al those aboard being Spanish sympathizers a meeting was held in the salon while the hip was off Bar i negat at which a majority pledged I themrelxes to refuse to give any information to Americans regarding the 1 condition of things in Cuba A few I however consented to talk after they I I got ashore but even they were unwili I ing to permit their names to be used I One woman who had reached Sagua by rail from Havana said that the condition 1 oC affahs in the capital was deplorable I and was daily growing worse 1 There is plenty of money she said I but of what use is it when it will hardly purchase anything It is impossible I to get beef ait any price and 1 even horseflesh costs SI a pound Bread costs 28 cents a pound and is very bad i at that Eggs which are brought in from the Country in small Quantities I cost 33 cents each The supply of condensed milk is practically exhausted and the little lett ia sold at 2 for a can such as you buy here for 10 cents On the average 10 to 12 persons are I found dead of starvation in the streets I every day and this takes no account of I the scores who daily died of hunger in the houses No words can describe the I horrors of Los Foscos at the foot of the Prado where the reconcentrados are herded together I was told that there were no less than 4000 of these miserable people in the place when I I came away and they are dying by hundreds for of course nothing is beins dene for their relief even the government has not enough food for its own soldiers Worse than thisthe officials beat and abuse them shamefully A few gas lamps are still burning in the streets but the electric lights are only lighted on Thursday nights when there is music in the Parquet Centrale I What a ghastly mockery those band concerts are with EO many people 1 starving to death within sound of the I music All the theatres are closed and their lobbies are nightly crowded with the homeless aoor Wine is the only thing in the city that is plentiful and cheap so that even the poor can get a little at times Almost all the stores in Weyier and Oreilly streets are closed as are the principal hotels The stock of coal is almost completely exhausted and for a few days the local trains that run to Vedado past the Santa Clara battery were stopped for want of fuel They 1 are now burning wood but even that will soon be gone Juan Zarraga Sartez said I do not know anything of the conditions in Havana but I do know that there is much misery at Cardenas and Matan I zas Things however might be worse considering tha stringency of the blockade Much starvation has been avoided by the foresight of the merchants who in anticipation of the outbreak of war laid in large stores of provisions Of course they have sold at high prices and I heard of one man who made 400 000 in a speculation in flour in Sagua All the stores which have provisions are kept under constant guard by soldiers i to prevent the itarving people from looting them Every one is tired of the war and on all hands one hears I prayers that peace will soon come The Narsen brought up a cargo of sugar which she discharged at Wil liamsburg She also brought 368 bales of tobacco and 322 cases of cigars This i was the first cargo of sugar reaching the United States since the surrender of Santiago Havana Aug 3The free kitchens here have distributed about 17000 ra i tions during the last two days It Is estimated that about 13000 persons are being fed daily from charitable sources The municipality contributed 4000 monthly to the charitable funds From today on about 19000 rations will be distributed daily NEWS OF THE WEST Elko Nov people claim that a certain part of the town is haunted by the ghost of two horses A young couple out strol ling in the moonlight saw the apparitions which were described as most horrifying Their blood red tongues were hanging from their mouths their protruding eyes I flashed lire and their whole bodies seemed to be quivering in horrible agony The spoony couple who a few minutes before I had been oblivious to the world says the Argonaut started in a mad flight through the sagebrush down over the hill towauls the Humboldt nor stopped until splash they plunged among some bathers who were performing their nightly ablutions by moonlight Then there was more scrambling and spluttering and was one of a party that went down the Bitter Root river in a skiff to Missoula Mont reports a very pleasant trip but a perilous one and says that the voyage is not one that can be recommended to all There are places in the river where the channel is narrow and the current is like a mill race These portions of the river too are usually full of snags and the strain on the nerves is not calculated to make the trip a restful one The Winnemucca Advocate reports a dastardly attempt to poison Mr Summer all a wellknown resident of Palisade by someone placing strychnine in the tea kettle of water which was afterward used in making mush for breakfast Mr Sum merall partook of the mush and was made violently ill with all the symptoms of strychnine poisoning and the Battle Mountain doctor was
