FRANCISCO (AP) An consumer activist says residents were shortchanged when the state Public Utilities Commission Wednesday reduced Pacific Gas Electric Co rates by $133 a month for gas and 221 a month switch from gas to oil use The commission in open session first approved a gas rate reduction of $197 million but allocated $171 million of it to the electricity department which uses gas to run some
