THE SAN FRANCISCO CALL, TUESDAY, AUGUST 12, 1913. FIND PETTY GRAFT IN WEDDING FEES Chicago Judges Discover Clerks and Elevator Men Collect for Marriages CHICAGO. Aug-. old game of making a country Judge an innocent party to a scheme of petty graft in the city hall came to light again yesterday. The beneficiaries of the system are court clerks and elevator starters.

The trick by means of which $5 bills are garnered at the rate of two or three a week is worked on couples who wish to get married as soon as they have obtained a license and have no friends who can perform the ceremony. The first party to the deal Is the policeman In the county building, according to Judge Hill, who yesterday, was made the means by which a $5 bill was added to the income of a clerk and an elevator starter. The policeman la asked where the marriage license bureau is and when the couple returns after obtaining their license he sends them to the elevator starter in the city hall, who in turn sends them to one of the municipal court rooms with instructions to ask for a certain clerk. SPLIT THE PEE The clerk, after the judge has performed the ceremony, collects the fee, usually $5. This he "splits" with the elevator starter.

When Judge Hill was informed of the game that was being worked on him he called in his clerk, A. A. Behnke. "Did you collect a fee from that couple I just married?" asked the Judge. "Sure," replied Mr.

Behnke. "What became of it?" questioned Judge Hill. "Oh. that was one of those elevator explained the clerk. "The elevator starter sent the man up here to me and when you married the couple I collected the fee and split it with him.

We do that right along." RICH OFF "Uh-huh," said Judge Hill, stroking his "I see." Judge Hill confided the details of the system to Judge Robinson, who is also a country judge. "Whew:" exclaimed Judge Robinson, "the boys must be getting rich off me. have performed 14 marriages in the month I have been here and never collected a cent for any of them. Never again. I will collect the fee after this and see that the money goes to the right place." One of the men in Chief Justice Olson's office, when told of the system, said: "That has been going on for some time.

They don't work it on any but the country judges, though. The regular men up here will not stand for the game and those fellows know It. It ought to be stopped. It is a discredit to the municipal court." A new application of the by-products of coal tar distillation Is in tanning leather. A product called neradol, which Is said to be chemically almost pure tannin, is now being produced in Germany.

The latest Italian battleship to be launched is the Andrea Doria. This vessel is 683 feet long, has a beam of 9314 feet and a displacement of 22.400 tons. It is driven by Paraons turbine engines. Out of 110,954 men employed In and about quarries in the United States during the year 1911, 188 men were killed, the death rate being per 1,000 men employed. A total of 410 men were killed in and about the coal mines of the United States during the first two months of the year 1913.

This figure does not include the fatalities in Kentucky, Georgia, Canlifornla and Oregon. Tn the nine months ended with March. 1913, coffee imports of the United States amounted to 716,327.146 pounds the imports for a year amounting to about 900,000,000 pounds. A Japanese steamship company now attaches to each of its passenger tickets a coupon entitling the holder to a specified numbered seat in a particular lifeboat. Under a new regulation of the department of commerce, practical experience on a motor boat is given consideration in licensing engineers and officers of steamships.
