Man Killed By Tractor MEADOW, S. D. Ml Lamar L. Ladd, 39, of Meadow, S. was killed Monday morning when the tractor he was driving rolled over and crushed him.

The accident happned on a country road in Perkins county, just west of the junction of Highways 73 and 20. The death raised the state's fatality count for 1970 to 96, or 29 fewer than on this date a year ago. Charged With 1st Degree Manslaughter ABERDEEN OP) Lowell Elmer Lobeng, 24, Aberdeen, was charged in municipal court this morning with first, degree manslaughter in the shooting death early Saturday of Michael Howell. Police said Howell, 20, also of Aberdeen, was shot in the head by a .22 caliber bullet about 12:30 a.m. Saturday in a basement apartment in the southeast part of the city.

He died later the morning at St. Luke's Hospital. The charge is that caused Howell's death by means of a dangerous weapon in a heat of passion and without design to effect death. Police said witnesses told Howell and his wife had gone to the apartment looking "or a Larry Ellenbecker who was asleep there. They said Howell apparently tried unsuccessfully to awaken Ellenbecker and that Loberg and Howell exchanged words.

Officers said a .22 caliber pistol was found at the apartment. A preliminary hearing has been scheduled for 1:30 p.m. July 27 with bond set at $15,000 cash or Surety of $25,000 property.
