It gives advantage to neither section over other, because it refers all i of dispute between them, either as to Congressional or Territorial power over the subject of slavery, to the final arbitrament of the Supreme Court of tbe Uaited Stoles. It is. therefore, safe for tbe North aad safe for tbe i South. Its practical working is not without satisfactory results.

Where tbe people of a Territory desire slave labor, aad tbe soil aud climate are salted to it, slavery will go. Where these conditions do i not exist, it will not go. This finds an lllus- traiion in New Mexico, where slavery Is established, and in those Territories where it is excluded. Only a few days ago a proposition 1 to repeal the slavery laws of Near Mexico waa made and rejected. Mexico, on the one hand, i and the anti-slavery law of Kansas on i other, were made and rejected tn the Senate.

I Suppose these projosttions, or either of them, I had prevailed. Is It not certain tbat the conn- try would have beea thrown into the highest I excitement! But, by their rejection, nou-in- lerventioa was practically adhered to and the public mind is satisfied a quiet. i Let us maintain it firmly aud faithfully, i We are bound to it by every consideration of i interest and obligation of compact; its abandon ment will prove fatal to the National Democratic party, and ultimately to tbe Union itself it will drive tbe So uth in to intense sectionrtiism, and tbe North into the ranks of Black Republicanism. I trust that such a condition of things may never exist; but.

If It should, I know of no way by which the Union can be saved. Hence the doctrine of Congressional Intervention, as advocated by this new-born sectional party, 19 fraught with peril to the country. Tha qnestton is now distinctly presented to the people whether they will adhere to tbe doctrine of non-intervention, or whether they will abandon it; whether they will re-open tbe slavery agitation, by requiring Congress to take jurisdiction over it, or whether they will give repose to the public mind and security to the Union by leaving it where the Compromise leaves the tree action of tbe people of tbe Territories under tbe Constitution of the United States. Johnson, who has accepted the nomination in place of Mr. Kitspntrick, is a native of Georgia. He was born in Burke county, in that State. September 18th, 1812, and is, therefore, in the forty-eighth year or bis age. He haa received a liberal education, having graduated at tbe University of Georgia io 1831, afterwards adopting the profession of law, ia which he achieved some success.

Mr. Johnson was Presidential elector in 1844, and in was apiminted to fill a vacancy in the United Senate. In the year 1849 ha waa elected a Judge or Superior Court of his native State, and afterwards attained its Executive Chair. He is personally one of the most popular men in tbe State. Ah Awrcx.

A saints of one bandied and five gaus is being fired in Lucas park, and Col. Prestos, U. S. Minister to Spain, will he serenaded at the Planters' House this evening, and called ont to make a speech in favor of the nominees. Tbe enthusiasm is fully up to that ef the Dooglasites.

Albaby, June friends of Breckinridge and Lane in this city are having a great jubilee to-night. One hundred and one gnns bave been Bred, one for every vote that Breckinridge aad Lane received in the Convention. The Standard newspaper office Is brilliantly illuminated, and State street and Broadway are in perfect blaze with bonfires of tar. A procession, beaded by a hand of music, is parading the streets, aud the streets themselves are filled with people, all cheering lustily for Breckinridge and Laae. The demonstration la equal in every respect to the Douglas celebration on Saturday night.

Kimobtoh, N. June nomination of Douglas for President was hailed with enthusiasm here. The village is flaming with rockets and fire-works, and one hundred guns were fired. Oswego, N. June Democracy are firing guns over tbe nomination ol Douglas, which fully meets their approval.

Tbbbtob, N. Jane Democracy of this city this evening fired one hundred guns for the nomination of Douglas. A meeting will be held to-morrow evening to form a club, preparatory to arranging for a grand ratification meeting. Tbe True American, it ia announced, -will raise the of Douglas to-morrow morning. Two reasons are urged in favor of tbat his platform is all that is asked for by the Democratic party, and the other that bis nomination has been made by the regular Democratic Convention.

Oue hundred guns are new being fired in the park, and as tbeir sound comes booming oyer the city, it gives unmistakable evidence tbat "popular sovereignty" and "non-intervention will be earnestly sustained by tbe Democracy of Hartford. Hbidofobt, June national salute was fired here this evening, in honor of tbesapmi nation of Stephen A. Douglas. Me Pierce pronounces the nomination of Douglas a sectional one.

Tbe secession of tbe Boston Post creates quite a stir among the old political stagers here. Some Democrats are tn quandary about tbe Baltimore tbe rank and file are enthusiastic for The Patriot and all the party papers in tbe State will support Douglas, except Burkes Democrat. Dovbu, June National Democrats of this city received the nomination of Breckinridge and Lane with tbe greatest enthusiasm, and a salute fired in honor of the event. Pittsbcbo, June salute of 200 guns was fired to-day, amidst great enthusiasm, over the nomination of Douglas. Samuel Harper and others made patriotic speeches.

Navy following national vessels, about to leave the United States for foreign stations, will take out gratuitously letters and papers properly directed: The United States storeship Release, from Brooklyn, for Aspin wall; steam gunboat Seminole, from Norfolk, for tbe coast of Brazil; steam corvettes Richmond and Pawnee, from Norfolk and Philadelphia, for tbe Mediterranean i fleet; steam frigate Niagara, from New York, tor the Pacific fleet; and the storeship Relief, from Boston, for the coast of Africa. The Navy Department has detached from tbe steam Irigate Niagara six masters mates, and replaced them by midshipmen. Tbe following United States men-of-war, homeward bound from active service, will soon be dae in tbe United States: Marion, from the coast of Africa; corvette Macedonian, from the Mediterranean: brig Bain bridge, from the coast of Brazil, and the United Stales frigate Powhatan, from China. Recruiting for the Navy Is stopped. No persons will now be except those holding Government contract, or "good conduct" discharges.
