As the Territorial are without the iegul power to exclude elavery, It is diincult to understand how they can be allowed to do Indirectly that which they are prohibited from doing direetiy. It ia the duty of Congress to protect the property which ia taken to the Territories under tbe sanction of ibe Constitution, aad 10 guard that property from the neglect or unineiuiliuess of the Territorial Government, Which la but the creature of Congress.
