We have seen representing the country, both at home aod abroad, lo which noble 'river of the not even deigned a The Enquirer expresses gratification at the fact that the first effort to improve this noble river begun We have already noticed this enterprise. Wa laarn from the West," published i. Uiiea county, that the are at voik on the river, clearing away obstacles to igation. The preaent contract to open a chaunel from the Central Depjt to Mill, a distance of about thirty-five miles.

The channel is to be not than fifteen feet wale and two feet deep at the lowttt water. The to be paid fur it perhaps leas than The contractors are geutlemen ot experience and means, and there can be no doubt of the performance ut their contract. It it suppos.nl thai taiali may navigate the part ut the river thus improved. Tho greatest diSlvUily, or the greatest fail, is known "Mc- ialis," wtiicb are about fonr miles above the New River White Sulphur Springs, or eighteen or i.iaeteen Irom the Central Depot. If steamers can ascend that, tboy can easily navigate the remainder of the part uuder with a chaunel wide and deep euough, tbey cau traverse tho en tire river from Central to the mouth oj Ureeobrier, about eighty miles, without the aid of locks and Tha fall from Central Depot to the mouth of Oreenbrier river, is 320 feet, or about feel to the nuie.

Mhile the river boiow, from tbe mouth of Greenbrier to the foot of the Ursat Falls of Kanawha, a distance of tio has a full of ten feet to the mile. Should and be necessary, however, the Greeubrior, at which they will be required will tie few, and from the nature of the bed aud the shores, they may be built very economically. Whatever be the late of the present enterprise, which the good wishes of every one, aud which every friend of improvement should regard with the deepest iuterest, wo are of one thiug, aud that is, that it will demonstrate the capacity of New River for improvemont. It already the appearance of slackwater succession of eddios and falls. But little labor or expeuse will be necessary tu perfect the already begun so beautifully by T'be or stretches of tlack water are often very we remember, tome six or seven miles in length.

The fa.ls are marked by firm rocky beds aud bold rocky shores, where dams cau be easily aud cheaply built, that will endure for Let this rirer be improved and the greatest benefits will follow, not only to the country through nlnch it fljwa, but to irgiuia. The beginning, now noticed, by the enterprising New River Company, we look upon as the entering wodgo to the navigation of Mew Kiver. That will (stimulate kud render certain the completion of the works on the river below the mouth of tbe Ureeubrier to the good part of which is now under consideration and a loan for which is authorized, in order to accommodate the Kanawha Coal Let this be done and the completion of the water liue from tbe Ohio to tidewater Virginia, will become inevitable. Should steam be practicable on Kiver, as practical men say it is, and should it be successluily introduced, a great revolution will be wrought upon that magnificent territory. Apart from tho benefits in tbe improvement aud development oi the country, the voyage npou the New Kiver will constitute the most delightful part of tbe mountain tour in Virginia.

Karly Hlmury of Steam Navigation. Iu his address before the Essex Agricultural Society of Massachusetts, Mr. Edward Everett tatei that inch a thing hh a steam vessel was known iu Spain as early as 1453. At that date a Spaniard exhibited, iu the presence of Charles V. aud all bis court, iu the harbor of Barcelona, a vessel of 200 tons, propelled by an augine, the construction of which was a secret to all but its inventor, lint it was uot appreciated, aud the secret died with the inventor.

The same problem was offered to France 100 jeuis alter, by a man from Noruiandy, who was so pertinacious that Cardinal Richelieu sent him to the mad-house. Iu the middle of the last csutury, the steam eugine was brought to porfectiou iu Lugland by James Watt. It was reserved to Fuiton, iu the beginning of this century, to make a successful application of steam to water navigation, lie applied to the New York Legislature for au act of incorporation, but Mr. Everett says, ou the authority of Liviugstou, that the idea was at that tiote considered so absurd that the young men of the Legislature, wheu tired of the grave matters ot the law, would call up lhe steam bill, as tbey called it, and have a little fuo. Within twenty years, steam was on all the sounds, lakes and rivers of America, heu it was only kuowu by hearsay in England; within twenty years more it was on the ocean.

'-What would have been the emotions," says Mr. Everett, "of lulton and Iranklin, could they have stood on the deck of the Mayara, when she psrted from the Agamemnon, wim the cablo dropping iuto the ocean, aud tbas have seen tho commencement ol that work which has bouud two worlds heu we saw the statement iu tho Petersburg izprtss, ot Tuesday, in regard to the "Cotton Trade" article, we supposed it had reference to some paragraph which had recently appeared iu the Diipatch, but the positiveness of our friend in his yesterday's paper excited our curiosity enough to induce us to look back, and we have found the paragraph to which he refers, in the Dispatch ot than a mouth ago. The article, we find upon examination, was a summary of what was assumed to be the consumption of cotton in various cities, was, ss he says, a comment ou the views of the Kuoxvillo CUuen, and was intsnued to not that any gieat market existed in Virgiuia, but that the trade might be extended in this State. The term "contiguous cities" was certainly employed in no offensive souse to Petersburg, auy wore thau if we spoke of the James River as contiguous to the Potomac as contiguous to Washington. We should certainly take no offence if our Petersburg friend should speak of Richtnoud as contiguous to Petersburg, audmi elv, his prosperous, intelligent and go-ahead city in the last of which we should desire to speak in any language but that of respect and friendship.

The Exprttt of Tuesday we have unfortunately mislaid, and are therefore unable to answer the interrogatories it propounds, more explicitly than they may lie already answered in this article. Certainly, it would be idle to pretend that Itlcbmoud has a cotton trade at preeeut, and our only design was to of what might be developed, under the influence of the public to which we referred. Important Pittsburg and Connelisville Railroad Compauy basobtained a verdict against Gen. Wm. Ilubiusoii, of Pittsburg, for the sum of $6,900. It appears, by a statement in the Pittsburg Chronicle, Gen. Robinson subscribed for one hundred shares of the stock of the company in 1857, when Uen.

Larimer was its president, but never paid up. The defence was, that tho subscription was made at the instance of General Larimer, with the understanding that Gen. Robiuhou would never be called upon to pay it, tho compauy desiring only to have the influence of his name. It was further conteuded that tbe etock had been transferred by Gen. Uobiusou to General Larimer, and by the latter to tbe company, ami that therefore any claim that might have existed against the defendant was extinguished, and the plaiutifTs could not recover.

Tbe jury, however, thought otherwise, aud gave a verdict against Gen Kobiuson for the whole amount of stock, with in-, terest.
