Virginia, March 15th, ISSB. object the writer has Id view is, through your patriotic kindness in permitting the un of yoar columns, to brir.g to the attention of General Assembly, now iu sessioa, under the proclamation of Governor Wise, the heavy aud grievance to honest laud-holders, resulting from the law requiring the Register of the Oeosral Land Office "TO sell" "Treasury Land Warrants," of course to all who will buy them, to an unlimited amouut, and at the pitiful price of £2.60 per 100 acret! This perplexing, irritatiug and oppressive uriivance, has been long known to txitt, and a remedy for it should have been long sinew provided; a grievance, the remedy for which common sense aud common honesty, not less than the honor of the State, have long since unitad K' demand. Now, the fact is notorious, that the state has long since disposed of all her and that she does not now probably owu an acre vacant hind upon which such warrants can he located; or, if she she kuows no more than tbe man io the moon where it lies. But does she owu the laud iufact? If she does, every body that every acre of it is worth iu cash, irom oaa to prr hundred acret from one to five dollars acre. Aud if this be true as tha writer verily it benefitted? Ah! lies the rub! Why land-speculators aud land-pirates for habitually purchased those the purpose of locating them on other which they knew wuie not the possession of which, aided by a kuavish adroitness, and a little patience, would, eventually, gWe them a legal title to, by operation of statute.

And In doing that, auch beeu the practical effect of the laws prescri blug the manner of acquiring title on the one hand, aud of preserving it uu the that hundreds, indeed, thousands, have successfully acquired title by sucb frauds. The routinued sals of those -'Treasury Land War two and a half cents per then, the foundation, tbe fruitful source of fraud, injustice, and iniquity, such has, perhaps, never been perpetrated before, with absolute impunity, In auy civilised country under the sun.

The known effect of the existing system is equivalent to the offer, by the State, of a premium tor the perpetratiou ot fraud aud knavery on the one haud, while it entails endlessinitiation and, but 100 often, utter ruin on thousauds of honsst men. A concise bill, repealing the law authorizing tbs continued sale of the "Treasury Lakd Warrants;" requiring the couuty surveyors to ascertain, and plat out, all the ungranted iainls, all forfeited or escheated lauds, within their counties respectively, aud make report thereof to the register ot laud efflce; moreover for the publio And hoha nuK sals of ali the lauds, cf every description, belonging to the Btate, to be made by him, uuilef anch instructions as should be given him for tbe purpose, by tbe Goveruer of the Commonwealth. Cuch a bill would be at once generally uuderstood by the members of the House, and of the as its passuge is imperatively called far by tbe dictates of equity aud good conscience, and by the honor of the State, might be by general consent carried through all tba forms of legislation, and in a few hours become a law of the laud. Life in Washington Union ol yesterday, has the following list of outrages occurring there iu 43 hours: On Saturday evening as Mr. Cornell was passing along Fourteenth street, on his way to "Columbian College," where he is a student, he was overtakeu by a party of men, who demanded bis money. He gave them some change, but they not beiug satisfied with the amount, one of tbe rascals placed a pistol at his head, while the others stripped him of his gold watch, chain, breast-pin, and money. He afterwards identified one of the men arrested on a charge of murder as one of tke robbers. He was returning from the Military Asylum. On the same evening a party of disorderly young men entered the store of Mr. Fourteenth street, near street, demanded cigars, and. having helped themselves, walked off without even offering to pay for tlit-in. On the same night a row of six frame houses on an alloy leading into Third street, near Maryland avenue, belonging to Johu McDermott, was set on fire and burned, line house was inhabited by a white family, one was empty, aud negroes lived in the other four.

During the same night an attempt was made to fire the carpenter shop of Mr. Audrew Miuitree, on Maryland avenue, near Four-and-a-half street, but it was a failure. A Curious London papers lately had for several days in succession, accounts of what purported to be a Couvention of Italians iu that city. Distinguished names were given ot those present, and speeches put into their mouths, a manifesto agaiust tyranny and in favor of a constitutional monarchy in Italy was issued, and an appeal to tho refugees to joiu io the protest against regicide. The Times paid eight pounds for the reports and noticed the C-onveution iu an elaborate leader, and all the other journals paid more or less for simultaneous copies of the same reports.

The mauifesto was forwarded to the French aud duly acknowledged, and the movement was favorably noticed in Piriiament. The gale of Friday has passed away, and as yet we bear of no disaster arising from its lury. The Colorado is still in Hampton Roads. Some six or eight workmen were sent ou board yesterday from the Navy Yard, to do some little work. Stie will doubtless leave as soon as they get through. The Superior Court of Norfolk couuty.

Judge Baker presiding, was engaged Friday aud Saturday in tbe trial of a man named Fiynn, charged with wounding Mr. Kelly on the 17th of last, from the effects of which he died in a few days. The evldeuce shows that Flynn did, without cause or provocatioa, maliciously stab said Kelly three separate times iu the breast with a large kuifw. We are much mistaken il l'lynn does not very soon take his departure for Richmond to make the acquaintance of Col. Morgan.

The Grand Jury of Norfolk county, were discharged on Friday, after having found a true bili, among others, against JSdneard Shepperd and John Ash, for striking George Fitchett with an iron poker, as mentioned in our last. In the Mayor's Court of Norfolk city, yesterday, W. Lamb. presiding iu tho absence of Mayor Ferguson. one Philip Oveilander was charged with misdemeanor, in the perpetration of which he wounded John O'Neii in several places with a knife.

Overlarider was recognized in the sum of $.100 to appear at the April term of the Circuit Court. Mr. John Tart's boot and shoe store in Portsmouth, was broken open on Friday night and robbed of about $150 worth of boots and The charitable concert, which proved so very successful a few weeks since, is to be repeated ou Tuesday evening, with every hope of its former success. The closing exhibition at the Varieties was uot as well attended as we could have hoped, owing to the prevalence of the gale. Miss Mary Devlin, the fair henijicxiirt of that occasion, has won "golden opinions," aud leaves many admirers behind, who will be delighted to learn that she will return in three or four weeks, at which time Mr.

The amount already 'put up" is said to be $1000. The lovers of the sport anticipate an exciting time. The Theatrical Company, whose engagement closed ou Friday iu the Louiaiaua yesterday afternoon, for Baltimore. The Peak Family, whose performance had drawn together large and fashionable audiences, left iu the same boat for Philadelphia, where they commence an engagement ou Tuesday next. This has been a bright, clear day, and ali the churches have been well attended.

Tbe revivals in Norfolk and Portsmouth are still progressing, and the clear, bright weather of today will doubtless aid much to their interest, by increasing the site of their audiences. Percussion.
