Tho first half day was devoted to an executive committee meeting. Tha afternoon aecaion was opened by devotional exercises, conducted by Mrs. Anna Nouthwick, connty evangelist superintendent. Next in order came the appointment of commitlees, followed by a report of the recording eecretary, Mra. Souea Thomas Carter.

This report showed that much valuable work had been done during the year by the dillerent departments. The report ol tho recording secretary showed a tendency to fall behind in finances, due, no doubt, to tbe payiuunt of temple pledges and the present stringency. The county secretary reported $1602 received during the year and 27 different departments taken up, all ol which are doing good work, especially tho Franchise evangelistic jiveniien and social purity. Thero aro now 32 unions in Ixi3 Angeles county. Tbe res', oi the afternoon wbb taken up hearing Eighteen unions reported the eniorcetnent of the scientific temperance instruction law in thu public schools.

The eveningaesaiotiopened with music from the choir, lollowod by devotional exeicieoa conducted by Mrs. Fendon and prayer by Key. Mr. Leach aud a cordial add'rera of welcome by hia wife. The delegates present allowed their appreciation by rising and giving a few happy responses.

The Btate president, Mra. Garlmtt, mado some stirring and hopeiul remarks on the Increase of temperance sentiment, especially in ths churches. S. McCleea gave an interesting account of bur experience in crusade work, and of wonde.s accomplished through faith and prayer. The county president's address, full of admonitions to faith in God and work for humanity, closed tha evening's exercises.

J. Duncan, of Los Angelas, the conference waa called to order by Rev. Duncan and aome time was spent in hearing from thoeo of the delegates who had been delegatea to the State Epworth league conference held at resno Ihe former part of this month. Rev. A.

The officers elect, who wete present, were introduced and entered upon their duties. President Qui Harper, who is alao secretary, then made an excellent report from tho late state loaguo conference.

A 12 o'clock the couferenca adjourned until 2 p.m. Afternoon Session. This diacussiou over, Mrs. Wude Hamilton read a most excellent and instructive paper on How to Study the Bible. The department of literary work was then called and Rev. E. J.

Harper of Djwney made the opening speech. A stnet meeting was announced for 7:30 p.m. and preaching at 7:30. FIRED THREE SHOTS. Frank Toil Frightened His Wife aud Arrested. Frauk Toal, who lias had considerable trouble with altercations with his wifo, again got trouble with her at 7 o'clock lass night and fired three shota over her head iv bin endeavor to frighten her into submission.

The row occurred ri tbe junction of San Fernando and Olympia afreets. Toal and his wife do not live together. Last night he went to hia wife's place of abode to get his son. H's presence caused trouble, for they got iuto a dispute and Toal used hia revolver. It is thought ho did not attempt to shoot hia wife but me ely intended to frighten her.

Frank Bush's Extraordinary Tale of Cruelty. A Fiend Who Objected to Heine; Forced to Be Quiet. He Escaped From Ohalngang, Thea Katatnad, and Now Tells Tale of Wor In Ooort. The trial ia the city justice's court, before Justice Seaman, of Frank Bush, on the charge of escaping from the chaingang on the 10th ol March, while working on the First-street cut, developed a large-sized sensation. Frank Bush is a man who some years ago was not the abject wreck that he is today.

Before he fell a victim to the hypodermic syringe and solution ol sulphate of morphia he worked lor a living and his name was not recorded in the police blotter. Now he is a constant, albeit reluctant, guest at the city jail, and his leg is disgraced with a ball and chain when driven out with the herd ol transgressors who labor lor the city againet their will. On the 15th of March, Rush took French leave from the chaingang, while undergoing a3O day sentence. His sufferings were intolerable and he neoded a shot from a hypo co bad that ha waa willing to risk a ehot from a revolver in order to obtain the only thing that could still his nervee. Several days afterwards he approached the officer who had originally arrested him on the charge for which he was doing time and surrendered himself.

He waa returned to the city jail end oace more put on tho chaingang. A complaint, however, was sworn out against Rush for escaping from the chaingang, aud it was npon tbis charge that he waa tried yesterday. The prosecution presented its case and left no doubt iv ie mind of the court that Rush waa an escape. The defense then placed the priaoner on the stand, lln appearance, until he opened his mouth, was almost idiotic. His eyei are deepaunken and dull, his month latgo and the under lip prominent and overhanging, while his face ia cadaverous and hia cheek bones very prominent.

After narrating hia escape, which he aaid wae due to an uncontrollable craving for morphine, which had to be satisfied at all hnzr.rds, because the lack of the drug was worse than death, he added: "My life iv the city jail waa a perfect hell. Better a thousand times be dead than be subjected to the barbarities that havo befallen me there. While I was crazy for the stimulant, an irrational hoing for the want, of it, I would cry and sob like an insane person. have no recollection of all that I did, nor of all that was done to ma, but I know that I was treated worse than a brute. I havo been gagged with a stick.

It was thruat co deep and so violently in my mouth that it drew the blood, and mv lips have been distorted for after I was so maltreated. My hands having beeu drawn tight behind mv hack and bound, and with my feet bound, too, deprived of my shirt, I have been flung like a dog upon the cold flags oi a small hole. "I have been thrown into a tub full of writer, mill li.vv., l.cert kioked out of it again with my clothes dsiatalaej wet. I have been refueed medicine when I needed it. When I usted for cathartic pi.ls I waa put off until Saturday night.

Peputy City Attorney Crutcher said while matter of ill-treatment had nothing to do with the case on trial, yet, aa it somehow bad got mixed up with it, he believed that in justice to all concerned an investigation there and then would be in order. The attorney for Bush agreed and several witnoaaes who aro now prisoners in tbe city jail were called np. One McCarthy stated that Bush would be screaming and begging for a shot of morphine and praying for a rope with which to bang himself.

Then he would be carried out of thu big cell by order of the jailer. Thia occurred several times. Witness did not Bee what they did to Bush but be would scream as if come- thiug was being done to him. Once Bush was returned to the big cell with hia clothes all wet and dripping. Another prisoner, an export in hypo matters, as observed upon himself, said that Bush was irresponsible at the time of his escape by reason of the lack of cocaine or morphine.

He had not seen any of the cruelties perpetrated upon Bush but he had received similar treat- ment himself. The remembrance of his wrongs made him bellow loudly, and he was with difficulty choked off from telling own tale of woe. Night Jailer Coutts had limn subpoenaed by the prosecution and was in court during the deposition of tbo two last witnesses. The city attorney at thia point asked for a continuance until the afternoon, because Mr. Coutts bad been summoned to appear before the grand jury.

The court granted the continuance. Bush, whose eagernoae while making the request was painful to behold, begged the court to let him out on his own recognizance until 4 o'clock in the aflcnoon, and pleaded that he had already been kept in durance more than 12 days over his original sentence. When Justice Seaman permitted him to go he made a mad rush for liberty aud a shot with the hypo, and was gone in a twinkliig. Jailer Coutta is one of the ablest and moat reliable offlcera on the farce, and no one who knows him can believe that he waa unnecessarily severe. A howling, drunken prisoner, or one whose brain is befogged by morphine wonld consider cruel probably any of the customary methods used to control and keep quiet refractory prisoners.

Mr. Coutts, in speaking of the chirges made by Bush, aaid "that ho had orders to keep tbe jail quiet at night and to take necessary precnutiona to prevent outc-ies by drunken and other prisoners who are in the habit of making night hideous with their ravings," So long aa be waa in charge as jailer he intended to carry out those instructions.
