(Gene) Williams, airport communications manager for General Telephone Company, explains the basic functions and some of the features of the electronically controlled system this way. "The computer portion of the EAX controls the switching system, which is one of the reasons it Is so flexible. Since a computer controls the switching, additions ami changes to service can often be handled through software (by reprogramming the computer) instead of hardware (by making the physical changes which mechanical switching systems would He continued: "When a telephone call is made through an electronic exchange, a temporary memory unit records the number as it is dialed. This information is fed into a much larger memory unit called a Data Processor which contains switching instructions for every possible connection in the exchange.

The data processor selects the specific instructions for connecting the calling and receiving telephone numbers. Then it sends the proper instructions to the switching equipment. It requires of a second to jiorform this function. "Telephone numbers are assigned and changed and a variety of other services are performed at a central center, usually wittiout moving a single wire. "Another feature of EAX is an automatically operated electric typewriter at the control center which provides an instant report on the conditions of the switching equipment.

CONTINUED FROM PAGE I Court finds no evidence ot irresponsible handling of the matter by California news media. Sensational events involving weird personalities cannot be accurately presented in prosaic terms. The Court finds that the record is insufficient to support a finding that it would be impossible for Relator to receive a fair trial in California. Let us assume, arguendo, that Charles D. Watson cannot get a fair trial in California.

It is nevertheless the opinion of this Court that only tiie State courts ot California are proper tribunals for such de- terrnination, subject to the exclusive right of review by the Federal judiciary. We deem those courts perfectly capable of protecting Charles D. W.it- to We turn now to rigid of the people of California to have Charles D. Watson brought the bar of justice. The importance of the instant hearing is reflected in there- ported announcement by the District Attorney in Los Angeles to the effect that he will not try any of those accused in the murder of Sharon Tate and others until Charles D.

Watson is returned to California. Justice therefore demands expeditious processing of this appeal and the early return of Relator to the State of California, By this order the Court instructs District Attorney Tom Ryan and the Cler and Reporter of this court to expedite the appeal herein as a matter of first priority. It is therefore the Order of tliis that the relief prayed for herein be denied and that the extradition order of the Governor of Texas heretofore entered be in all things upheld. The exception to the ruling by attorneys and their notice of appeal is noted. SIGNED, ENTERED AND RENDERED this 16th day of February, 1970.

tri.iL** DAVID H. BROWN, Judge 59th Judicial District of Texas CONTINUED FROM PAGE 1 he approved the rezoning, and If it was granted he wanted the Commission to consider better reads (in the area In question and a letter from Murray Miller, who stated that he was for the rezoning, but asked that animals and square footage be restricted. No one appeared to speak either FOR or AGAINST the rezoning. The Commission also approved a motion by Mr. Whltsitt that the Council be asked to give special consideration to streets in the area in question.

A Public Hearing was also held on Zoning Case No. 7003, a request by T.V. Wheeler to rezone Lot one, Block 25 of the Original Donation from SF-3(M) to Retail. The lot is located at northeast corner of the intersection of Avenue and 16th Street, and a house, a sales building and a nursery have existed on this location for several years. Mr.

Wheeler stated that he wanted to build a new garden center on the lot. Chairman Harrington read a letter from Chester Plumlee, who stated that he approved the rezoning, but listed certain requirements pertaining to signs, etc. Mr. Plumlee also appeared before the Commission, and said that he felt that it would be a help to the neighborhood to remove the old, empty building presently on the site in question. No one else to speak on the matter.

The Commission approved a motion by Mr. Gradin to approve the rezoning. Prior to adjournment, the Commission voted to cancel their next regular meeting on March 2 since it fell on a holiday and the Plano Municipal Building would be closed on that date.
