The Associated Press average of 60 stocks was down 50 cents at $124.80. The fall was not very great, but it was the most registered for the past two weeks.

Mon day it was on 10 cents, it now stands only a shade under the higrri of the year and the best in the past 24 years. The industrial component of the average declined $1.00 and the rails lost 40 cents. Utilities, however, closed unchanged. Out of the 1.188 individual issues traded. 337 and 586 fell.

Seventy-four issues made new highs and 10 were at new lows for the year. Business was not as great as Monday's 2.330,000 shares, but it still crossed the two million mark by a small margin at 2,050,000 shares. Pelly 'R Wash' Tuesday urged the Federal Power Commission to "recognize the great need for natural gas in the Pacific Northwest" and authorize its importation "at the earliest practicable moment." In a letter to chairman Jerome K.

Kuykendall of the commission, Pelly said "we are the only major area in the United States which does not have natural gas. and it seems to me that FPC consideration of our problem cannot overlook the growing demand for another source of power and energy." Two pipeline firms Westcoast Transmission Co. and Pacific Northwest Pipeline Corp. have applied for authority to build gas lines in the Northwent. A study by the commission's staff recently criticized proposals of both companies.

Editor Calls McCarthy Demagogue' PORTLAND UP Sen. Joseph R. McCarthy is a demagogue who has abused his legislative authority, William Tugman. editor of the Eugene Register-Guard, asserted here Tuesday. He told the Portland Junior Chamber of Commerce a study by the American Society of Newspaper Editors exposed flagrant misuse of his powers by the senator.

Tugman was a member of the study committee. Tugman cited what he said was McCarthy's harassment of James Wechsler. editor of the New York Post, who admitted early membership in the Young Communist League, but who became a staunch anti-Communist. The evidence indicated the prisoners had whittled a hardwood key to fit the jail door. The hardwood came from a bed rail. Police also found a softwood key. which apparently had been tried first by the prisoners. It was broken.
