He even had a kind word for the police who arrested him and floored him with a punch when he cut up while being jailed.

"I was treated fairly," he said. Behan, as renowned for his playing as he is for his plays, was arrested last week in a bar and accused of creating a disturbance when refused a drink. Expanded Park Viewed as Big State Attraction (Story also on page 1) An expanded Wallace Marine Park was viewed as a major state attraction and a tremendously valuable addition to the Salem metropolitan area and Marion and Polk counties by the Mid- Willamette Valley Planning Council Wednesday. In speaking of the need for a large metropolitan park with diversified recreational uses, the council's staff-written report referred to the importance of such parks as Central Park in New York City and Golden Gate Park in San Francisco. The planning council, an advisory body serving Marion and Polk counties, Salem and Salem school district, proposes to expand the park from 51 acres to nearly 300 and to develop it as an all-around recreational area. Few Have Advantage "Few cities have the advantage or opportunity to have such parks with river frontage," its report said Because they realized too late the need for park land, many cities pay a high price for their parks, it said.

"Nevertheless, tracts were purchased and parks developed because the need and public demand made it necessary." Polk County Court asked the council to make a study and to recommend a program. The council suggested that other agencies and governments which would benefit from the project be urged to join in a cooperative development. Costs were not spelled out, but a good deal of money. might come from park concessions and various leases. This is a long-term undertaking and must be so recognized in any financing plan, the council report said.

Cost at $50,000 The estimated cost of the 160 acres adjoining the present park on the west was set at $50,000, based on current assessed valua tion. The sparkplug behind the proj ect was a petition signed by citi zens from both Marion and Polk counties and presented to the Polk County Court. The petition suggested en Iarging the park by 450 acres. but the council staff decided if if flJIf-T- of planning houses with separate mind. Rogers, West Salem developer and prime mover behind the petition, protested elim ination of the farm land and crit icized the council for what he said were costly delays which have meant a quarter million- dollar increase in land acquisition costs. Given Final Report In other action, the council re ceived a final report from the state on gravel resources in a 10-mile Salem fringe area which the council will use in making planning and zoning recommendations.

Planning officials fear that good gravel sites may be overrun by urban expansion. H. G. Schlicker, engineering ge ologist with the State Department of Geology and Mineral Industries, recommended two means of conservkig gravel resources, zoning and government purchase of gravel sites. The main gravel sites lying in the path of Salem expansion are in Keizer and South Salem, he said.

After being mined, gravel sites can be made into attractive residential park sites, he said.
