A9 NOT EVERYONE UKES PIGS CHICKENS The Daily Olympian Tuesday December 6 1977 Animal Problem Plaguing Elma ELMA An officer of Grays Harbor-Pacific Health District may aave the city council the trouble of passing an animal control ordinance Ihe council has been trying for the last month or so to draft an ordinance acceptable to moat of its dtiaenry It seems one Elma resident likes to raise pigs and another likes plenty of chickens Their neighbors don't According to many the house with the pigs and the house with the chickens constitute i-Mic health hazards The council is trying to solve the problem by drafting an animal ordinance that will require all animals within city limits to be licensed at $10 per year 'As Mayor Ralph Fredrick explained it the council would grant the licenses on a case by case District told the council he will check the residents who have chickens snd pigs to see if there are any health hazards Council men Ken Boling and Cozette Ramstad said they would be in favor of dropping the proposed ordinance if McGaughy is able to solve the problems McGaughy promised to report his findings at the next council meeting at which the ordinance also may be ready in Its final form In other business last night the council accepted an interim comprehensive plan for Elma from the city planning commission and the Grays Harbor Regional Planning Council Growth in the area from construction of the nuclear power plant at Sataop has caused the city to adopt the interim plan until a long-range comprehensive plan can be worked out The plan limits commercial and residential growth in different parts of the city and sets a density limit of 15 dwelling units per acre The council awarded a contract for city garbage pickup service to Burt Miller Mayor Fredrick Recommended the move He said the other yearly inflation rate increase clause was not what the city wanted The $681228 proposed 1678 budget was accepted by the council following a public hearing at which there written and every win or loss in the fight seems important to the participants Redmond had insisted that the criminal stenographer test include 111 words per minute shorthand The commissioners lowered that last night to 100 words after seven applicants failed to make the scon in a test written last month Redmond and the commissioners also have quibbled over other qualifications for a criminal stenographer to the point the sheriff's office now is doing without a full-time stenographer until the differences of opinion on Job testing are resolved and a criminal stenographer can pass a test acceptable both to the sheriff and the commissioners The only person who passed the recent test is being investigated for possible criminal background a long process which Redmond insisted upon In other business the commissioners discussed then delayed acting upon the possibility of holding new deputy job exams this January There is no need to hold an exam simply to And more qualified job applicants there are enough of those on the civil service register now the commissioners said But when the last deputy test was held in December 1976 several women who might have wished to take the
