Dulles today invited Japan to join the United States in "collective protection" against aggression after peace treaty is signed He said that if Japan accepts the United States would consider retaining forces in and near Japan "as testimony to the unity between our countries." -The U. S. ambassador at large cow on a visit here did not specify how this collective protection arrangement would be but cresumably it would be separate from a peace treaty with Japan.
