CHICAGO (AP) Items that have already become part of the public record cannot later be sealed simply by the agreement of the parties involved in the cases, an Illinois appellate court has ruled. "The file of a court case is a public record to which the people and the press have a right of access. Once documents are subject to the right of access, only a compelling reason, accompanied by specific factual findings, can justify keeping them from public view," said Justice James A. Knecht, writing for the majority.

The appellate court ruled that under either common law or First Amendment law, a trial judge abused his discretion in February in denying the Champaign-Urbana News-Gazette access to parts of a personal injury case and a divorce case. Warren ALTAMONT Sarah Elizabeth Warren, 62, of Altamont, formerly of Bluford, died 5:30 a.m. Sunday (Aug. 16, 1992) in St. Anthony Memorial Hospital, Effingham. Services will be 11 a.m.

Mrs. Warren was born in rural Altamont on Oct. 14, 1929, daughter of Louis and Emma Buchholz Finfrock. She was a member of the Union Chapel United Methodist Church, Illinois Education Association, Geological Society of Mount Vernon, Illinois School Nurses Association and the Jefferson County Home Extension. She had served as the school nurse for the Bluford Area Schools for a number of years.

She married James Warren in the First United Methodist Church, Altamont on June 23, 1968. He died on July 28, 1990. Surviving are her son, Louis Clyde Warren of Mount Vernon; daughter, Debbie Elizabeth Warren of Minneapolis, brothers, John and wife Marcia Finfrock and Benson and wife Marsha Finfrock, all of Altamont; sisters, Luella and husband Har-land Hooks of Mason; Mary Ann and husband Gerald Young of Effingham; Jane Pugsley of Altamont; Allegra and husband David Ellis of Altamont; grandchildren, Jesse and Zachary Stumbaugh. Mrs. Rankin was born in Searcy, Ark. on July 15, 1914, daughter of Barton and Vona Williams Watkins. She was a member of the Stewardson United Methodist Church. She married Eugene Rankin in 1944 in Arkansas.

A Mahomet man injured on a construction site in 1987 had filed a lawsuit relating to the injury and settled out of court in October 1991. That settlement became an issue during his divorce hearings. Champaign County Circuit Judge George S. The newspaper challenged that ruling, and the 4th District Appellate Court in Springfield agreed Thursday. "This is not a close case," wrote Judge Robert Steigmann, a Champaign County circuit judge assigned to the appellate court ho issued a concurring opinion. "The only explanation for clo: sure is that the parties (or their attorneys) prefer that the public not be permitted access to these files. She married Otto Fredrick Kwasny in 1917. He died on Oct. 16, 1973. Surviving are her daughters, Mrs. Jack (Trudy) Ealy and Mrs.

Mildred Hanes, both of San Antonio, Texas; Mrs. Dean (Eleanor) Holcomb of Decatur; brothers, Arthur Sablotny of Decatur; Henry Sablotny of Danville; 13 grandchildren; 22 greatgrandchildren. Putsch BLUE MOUND Wilbur A. Putsch, 79. of Ames, Iowa, formerly of Blue Mound, died 2:45 p.m. Sunday (Aug. 16, 1992) in Colonial Nursing Home, Zearning, Iowa.

Services will be 1:30 p.m. Thursday in Ater-Wikoff Funeral Home, Blue Mound, with visitation 5 to 7 p.m. Wednesday, with a 7 p.m. Masonic service. Burial will be in Bethel Cemetery, Blue Mound.

Memorials: Bethel United Methodist Church. Mr: Putsch was born in Blue Mound on Oct. 31, 1912, son of Otto F. and Annie Myers Putsch. He was a retired farmer.

He was a member of Bethel United Methodist Church and Blue Mound Masonic Lodge. He married Lois Reis on April 13, 1937. She died in Jan. 1972. Surviving are his daughter, Mrs.
