Writer Robert Love City Court Administrative judge today said City Court Judge Albert Boyd's refusal to move to a courtroom normally reserved for traffic cases has caused "numerous Boyd the Division III judge was to have begun hearing traffic cases on the first floor of the Police Headquarters building yesterday Instead he took his division back to the sixth floor courtroom where he previously has heard cases was assigned the traffic cases However Boyd said "Judge Love and other judges show up and you can't discuss anything without any people All I have asked for around here is some communication willing to cooperate to prevent any problems also willing to do traffic cases on a rotational basis" Boyd said very interested in hearing traffic cases but when I ran for this office Division VII and VIII were to be full-time traffic courts "I'm trying to avoid confusion" he said would have given up the courtroom if I already set as many misdemeanor cases for trial or other disposition And I would not have set thoses cases had there been some cooperation where a meeting had been held and this whole situation discussed" Inner Warfare May Be Used On Cancer By FRED BROWN PrtH-Sclmitr Staff Wrltar A war rages inside the body of cancer victims involving white blood cells attacking cancer cells An understanding of the conflict may lead to the development of a serum for certain types of cancer a researcher at St Jude Children's Research Hospital recipient of a new $117925 research grant said today Dr Bruce Veit an assistant member of the division of immunology conducting research into the problem for the last three years at the hospital said the body's antibody mechanism against foreign invaders works in some instances against cancer He said the body is able to produce cells" which destroy cancer but in the end the cancer cells prevail since they spread quite rapidly and then get help from "suppressor which attack the good killer cells What triggers the suppressor cells and why is a mystery the researcher is trying to unravel Dr Veit who received the $117925 from the Memphis chapter of the American Cancer Society to continue research into cell immunology said one day it may be possible to develop a serum that would prove effective against the suppressor cells which would then allow the killer cells to continue destroying the cancerous cells That day is not in the immediate future he said since researchers are still working in the laboratory with lab animals and there are many problems to overcome Dr Veit said cancer cells have different surface markings than do normal cells but the body's antibody system has the ability to recognize these markings The killer cells identify the cancer cells and kill them he said "What we want to do is find ways of producing the killer cells and ways of preventing the other cells from inhibiting the killer cells from carrying out their function" he said He said before a serum can be developed to prevent the suppressor cells from attacking the killer cells the suppressor cells which resemble the killer cells must be identified "We hope to identify specifically which types of white blood cells are killer cells where they reside in the body or if they circulate all the time We want to know where they develop in relation to the he said He said some cancer-killer cells are found in the spleen and some in the lymph nodes as well as in the blood stream But researchers do not know he said where the production of the killer cells takes place Some types of cancers that may be affected by killer cells are bladder cancer cancer of the colon leukemia and lymphatic leukemia Dr Veit said If a serum can be produced it would be a more effective approach to the treatment of cancer than chemotherapy or radiation he said Dr grant was one of eight awarded by the cancer society St Jude researchers and amounts received are Dr Mark Costlow $50000 Dr Arnold Fridland S50000 Dr SK Sanyal $43700 and Dr Linda Pifer $95398 Dr Earl Ritzi of the University of Tennessee Center for the Health Sciences received $97907 and Dr Nathan Sloane also of UTCHS received $7 361 Boyd said he ordered a court officer to remove his nameplate from the first-floor courtroom and return it to the sixth-floor courtroom Love has assigned Boyd to traffic cases for the next year Boyd who has been involved in disagreements with Love for several months has said he would not mind working traffic court if there is a consistent policy among the judges on such cases Boyd said he plans to continue holding court on the sixth floor because of a number of cases which he previously set for trial or for other disposition this month in that particular courtroom had all kinds of problems here after he refused to change Love said "People knocked on my door all day trying to find out where traffic court was being held since all the signs in the building point to the first floor for traffic and DWI cases situation is really Love said checked around with other judges and to my knowledge this is the first time that I know of a judge who insists on hearing cases he wants to hear in the courtroom of his choice" The switch in courtrooms also caused a security problem Love said When Boyd moved his traffic cases to the sixth floor misdemeanor cases scheduled for Division of City Court had to be moved to the first floor traffic courtroom Ordinarily misdemeanor cases are heard on the sixth floor because the courtrooms there have facilities designed for the transporting and guarding of prisoners brought from city jail to court prisoners had to be escorted down from the jail one by one because there any way to secure them in the courtroom on the first floor until their cases came up" Love said caused an added problem because extra police officers had to be used to insure security since had so many escapes However Boyd said some of the cases which he has previously set for trial while in the sixth-floor courtroom were misdemeanor cases which require guarding of defendants during their court appearances Boyd said he asked Love time to call a judges' meeting to discuss where he would be holding court $5000 to the contents at the downtown branch of the Memphis Skills Center at 591 Washington The blaze was reported at 5:08 pm yesterday and firefighters quickly brought the fire under control Classes had already been dismissed The fire which heavily damaged the machine shop area apparently started in a large storage room Fire officials did not speculate on how the fire was set but the arson squad today is investigating the incident Arson Suspected at Skills Center Love said he planned to contact the chief justice of the state Supreme Court to determine whether that court has any supervisory power over City Court judges Chief Justice Joe Henry contacted in Nashville said it has never been the practice of his court to extend its powers over city judges He said the state Supreme Court has also held the same "unofficial position" for General Sessions Court judges "Down through the years when a judge not under our supervisory power is considered to have run afoul of the rules of conduct we have advised filing the complaint with the Judicial Standards Commission" he said Love said he has sent a written complaint to the Judicial Standards Commission but he would not elaborate specifically on the complaint Love also tried unsuccessfully to contact Mayor Wyeth Chandler about the dispute with Boyd today but the mayor was at home sick Love and Boyd were previously at odds with each other when Love issued a memo in September calling for an increase in bonds from $50 to $2500 on persons charged with assignation Love said he raised the bond after receiving complaints from residents and businessmen about the activity of prostitutes in the Lamar-Pend-leton area Boyd refused to comply with the policy on higher bonds in such cases He called the policy excessive and unconstitutional while firemen shrouded desks and cabinets with salvage canvas to prevent additional water damage Blake expressed surprise when a Fire Department lieutenant told him the doors to the loan companies had been open when they arrived preventing firefighters from having to force the doors open Blake repeated the word "Open?" then arched his eyebrows and said "By golly you saved me some caused extensive damage to the Memphis Skills Center 591 Washington The center is a federally funded vocational technical educational facility leased from the Memphis Board of Education Damage was estimated at $20000 to the building largely constructed of non-combustible glass and metal and about $5000 to the contents according to Don Beard of the fire marshal's office The one-alarm blaze was reported at 5:08 yesterday afternoon and was under control at 5:37 he said At least 10 pieces of equipment responded to the alarm "The fire was largely confined to the second-floor storage area which runs the length of the building Beard said He said a large quantity of cardboard boxes and wooden shelving was located on the floor No classes were meeting at the time of the blaze Heavy smoke and water damage were also reported classifying it as an incendiary he said "Arson seems likely" An investigation coordinated by Lt Delbert Fry and Capt JC Smith is continuing Beard said The educational programs are funded primarily through the federal Comprehensive Employment Training Act (CETA) program officials said Elsewhere in the city last night firefighters were responding to numerous calls about broken water pipes One broken water pipe tripped a third-floor fire sprinkler system which caused extensive water damage to at least three businesses on Madison just east of the Mid-America Mall The fortune telling salon of Brother Frank 120 Madison and two loan companies Reliable Finance 122 Madison and Local Finance 124 Madison were drenched after water soaked through overhead acoustical record starting salaries Prestigious law firms in New York City have broken the $30000 salary level for lawyers fresh out of school But the catch is that the New York firms and firms paying $24000 to $25000 in such cities as Chicago Washington Cincinnati and Houston will offer jobs to only about 5 percent of the law school graduates Most of this graduates placement officials say will compete fiercely for available positions and will settle for starting salaries that average between $16000 and $18000 a year in most parts of the country Many graduates probably will consider themselves lucky to find any jobs in the profession about 70 percent of this year's graduates will find jobs in traditional areas of law practice private firms corporate legal departments and government agencies" Gary A Munneke immediate past president of the National Association of Law Placement predicted in an interview "But the traditional job market simply isn't going to accommodate all the graduates of law schools" he said Big firms that offer top dollars for top graduates are growing rapidly say the experts as are the legal departments of large corporations But the overall legal job market has not been able to keep pace with the 27 percent increase in the number of law students over the past 10 years Munneke who is assistant dean of the University of Texas Law School said some federal agencies report 3000 applicants for four or five positions in their legal office Some leading law firms receive 1000 or more applications for every opening Placement officials warn even top-notch law school grads to be wary of the seem- Traffic fatalities in Shelby County soared to 34 last year the highest number since 1970 a problem which the Department will begin tackling Saturday in the first of a series of intensive crackdowns on speeders and drunk drivers About 35 regular officers and reserve officers will begin the crackdown financed through a $20000 federal grant Saturday night by surrounding the city of Germantown to catch traffic violators leaving or entering the city The Germantown area specifically the intersection of Highway 72 and German town Road last year had more traffic acci dents 51 than any other area in the coun ty outside Memphis city limits Capt JT Stone commander of the traffic division said today "You won't be able to go into German town without one of our men seeing you' Stone said town this Saturday night think it would make any difference if in the newspaper or on TV still going to have people speeding out An analysis of the county's traffic fatalities in 1978 indicates that most of those killed were speeding and simply ran off the road into a ditch bridge or a tree hoping that these saturations will help a whole lot in getting people to slow down" he said Last year's total of 34 traffic fatalities was the highest number since 1970 when 38 fatalities were reported in the county The 34 fatalities last year included 15 on county roads 13 on state highways three in the city of Bartlett two in Millington and one in Collierville The Germantown area had the highest number of accidents but had no fatalities Across the state of Tennessee last year there were 1223 traffic fatalities reported by the Tennessee Highway Patrol compared with 1209 in 1977 Chief Deputy Sheriff A Gillesk said of the planned crackdowns this year: "We know not going to eliminate traffic fatalities but if this saves one life it will be worth it You can't put a value on human life Through this effort we feel we re going to save a number of lives" Government by the end of March a black list of companies that have failed to comply with President Carter's price guidelines The administration hopes the list will induce firms to fall in line with the voluntary anti-inflation campaign presumably because it would embarrass the firms and possibly hurt their business Barry Bosworth director of the Council on Wage and Price Stability told reporters that "a reasonable time to start to put out a list would be at the end of the first six months" of the program "around the end of March" wage-price program announced on Oct 24 and retroactive to Oct 2 asks firms to hold their price increases to 05 percent below the average hikes of 1976-77 Bosworth also revealed that the number of firms required to supply data to the council was between 1000 and 1200 Previously the council had said it was limiting the monitoring process to just the 400 to 500 largest companies with annual sales of at least $500 million The council today unveiled new regulations for reporting by companies under the guidelines and applying for exemptions The new procedures which will be published by the council in the Federal Register Thursday requested some smaller firms with sales of at least $250 million a year to supply the council by Feb 15 with company organizational data which will be used to determine how that firm plans to comply with the program The eroredtipil reserve officers are not paid salaries but receive county health insurance benefits for their volunteer work with the Sheriffs Department Stone said all the crackdowns or traffic saturations will be in high-accident locations in the county beginning on Friday or Saturday nights at 8 pm and continuing until 4 a weekend hours when drunk drivers are expected to be on the roads Last year was the first year since the late 1960s when officers had enough men to be able to conduct the crackdowns Stone said From March through December 1978 officers conducted about 10 traffic saturations which netted 13850 traffic citations for speeding and 41 6 arrests for speeding or drunk driving Despite the saturations the county recorded one fatality more in 1978 than recorded in 1977 "Naturally we returned against Charles Suttle 30 of Seymour The men were arrested Sept 28 following an investigation of several months by Richard Fisher district attorney general Dotson who operated the Tellico
