Palumbo said the $97 million total development figure would include the canal lock streets utilities and wharves City officials are considering issuing city and county revenue bonds to finance the project which is still to be considered by City Council and County Court Federal funding up to 80 per cent of the cost may be available Palumbo said but might take around 10 years to obtain The cost of the project by that time could double he said The Pidgeon Park levee was built in 1967 Present plans call for use of a 700-acre tract for storage of rainwater captured by the levee However Palumbo said the constant level harbor if built would serve this storage purpose instead The 700 acres would then be available for industry A 400-foot public river terminal is already planned on the northern edge of the park at a cost of $850000 He said it would serve industries in the park Eventually the park also is to be served by railroads and a possible cargo airfield in the southwest corner he said Under the plan the Pidgeon Park would have four times water frontage of its sister development under the Memphis Harbor Project Presidents Island The island now has about 4 y2 acres of water frontage and 807 acres of land for industry officials said If the study is received next spring and construction then started total development would take five to six years Palumbo said UHF License Is Returned A license granted in 1966 for a UHF television station in Memphis has been returned to the Federal Communications Commission Reason for surrendering the license was drawn-out litigation involving
